Questions and Answers for NASA Research Announcement

Study for the Commercialization of LEO

89. If I want to propose a specific capability instead of developing a module, can I still propose?

A: Yes. The intent is for the study products to address all of the objectives listed in the NRA.

However, NASA may select proposals for partial studies. Offerors may propose partial studies by identifying in the proposal which objectives will be studied.

90. What can we assume about existing and future ISS contracts? Will existing contracts be accessible to us?

A: NASA cannot comment on future and existing contracts. Contracts currently available can be found on the FOIA webpage. Note that as part of the study objectives, NASA is requesting recommendations, business models and additional industry ideas for ISS transition.

91. If you see synergies between proposals, will you bring companies together to team?

A: No. NASA will evaluate each proposal independently for selection. NASA is keeping the interested parties (vendors) list updated, and this can be used as a resource for companies seeking teaming arrangements.

92. What government agency will have regulatory authority over commercial human spaceflight in LEO?

A: Regulatory authority is a complex issue which is still being developed, with multiple government agencies having authority over various activities. The following links address some of the on-going work related to this issue (this is not an all-inclusive list of references):

93. Does the ISS Program have a discretionary funding budget that can target desired research on ISS?

A: There is not an ISS Program discretionary funding budget specifically for targeting research. ISS is a platform for researchers and as such, does not select peer-reviewed research for funding. That function is provided by other organizations at NASA who are responsible for specific research objectives for exploration or as defined by the decadal surveys. 94. Given that Mark Geyer has been named as the JSC Center Director, will he remain as the Selecting
