Questions and Answers for NASA Research Announcement

Study for the Commercialization of LEO

Solicitation # 80JSC018LEOCOM

95. What is the due date for questions?

A: Please submit all questions no later than June 8, 2018.

96. Is the table of contents and cover/title page excluded from the 25-page limit?

A: The table of contents and cover/title page are included in the 25-page limit.

97. Should resumes contain the same material as the requirements for biographical sketches described in the NRA Guidebook Section 3.15?

A: Yes, resumes should include the material in section 3.15 of the guidebook. Please note that resumes will be used in the evaluation of intrinsic merit, as described in Appendix D of the Guidebook.

98. Guidebook Section 3.8 (p. 10). Can the Government clarify if offerors should include the additional forms stated on p. 10 of the Guidebook with their proposal response (i.e., NASA

Other Project Information, NASA PI and Authorized Representative Supplemental Data Sheet, NASA Senior/Key Person Supplemental Data Sheet)? If so, may offerors include those additional forms as attachments to our proposal so they do not count against the 25-page limit?

A: Offerors are not required to submit the additional forms referenced on page 10 of the Guidebook if this information is not applicable to their specific proposal. However, if a form is applicable, then this form may be included as an attachment and will not count against the page limit.

As this study will be conducted by industry and other external organizations, NASA does not anticipate any NASA Principal Investigators or significant NASA involvement beyond exchange of information with the assigned NASA Technical Point of Contact. Regarding international involvement, NASA would expect the offeror’s proposal to contain a narrative that describes international collaboration that may be necessary to accomplish the offeror’s approach to conducting the study in Section 4 of the proposal. (Note: Section 4 is included in the overall proposal page limit).

99. Please confirm that the quad chart is a project deliverable and is not required at the time of proposal submission.

A: A quad chart is not required with proposal submission.

100. Regarding the Guidebook Section 3.17 (p. 13), we assume that Statements of Commitment can be included with the respective proposed personnel's resume and as an attachment to the proposal. Please confirm.

A: That is correct.

101. We assume that offerors only need to include their overall firm-fixed price for the study in

Section 7 of their proposal response (per NRA Section 4.2.9), and that all justification information described in the Guidebook (i.e., Section 3.7 and Appendix C) can be included in

Attachment C of the offeror's proposal. Please confirm.

A: That is correct.

102. The Guidebook (section 3.18) states that offerors must include items listed in the general budget on the proposal cover page. We assume this is the cover page included on the NSPIRES portal, and not the title page of offerors’ proposal PDF document. Please confirm.

A: The reference in the Guidebook (Section 3.18) is referring to the NSPIRES format for a cover page. This is not referring to the .pdf format requested in the JSC80018LEOCOM Solicitation, which is the format desired for this solicitation.

103. If a respondent proposes to perform a study but requests zero funds from NASA to perform the work, is it still a requirement to include the following attachments for the proposal to be considered compliant with requirements of the solicitation?

1. Attachment A: Proposed Model Contract

2. Attachment C: Milestone Payments and Pricing Support

A: The model contract helps to ensure NASA’s requirements are satisfied as well as a fair evaluation and award process. Therefore, if an offeror desires to be awarded a no-cost contract according to the requirements of this NRA, then the proposal must include all required attachments, including Attachment A: Proposed Model Contract and Attachment C: Milestone Payments and Pricing Support. In this scenario, the proposed contract price should be stated as $0.00 and the Milestone Payment values should be shown as $0.00. The offeror may also submit proposed Intellectual Property terms for consideration by the Government.
