A: These were workshops:

https://www.nasa.gov/content/international-space-station-stakeholder-workshop https://www.nasa.gov/directorates/heo/LEO commercialization/

2. Will this study be funded with FY18 or FY19 budget? If FY19, how vulnerable is the award to budget authorization for FY19?

A: This study will be funded with the existing Human Exploration and Operations budget, and is not contingent on any new funding authorization.

3. Will proposal evaluation preference (scoring) be given to proposals which cover all objectives?

A: Each proposal will be evaluated on its merit, whether a partial or full response, in accordance with NASA FAR Supplement, Section 1852.235-72 and the NASA Guidebook for Proposers..

4. What requirements do you expect to impose on Commercial activities to demonstrate insurance against damage to the ISS and injury to crew?

Types of insurance (asset, liability)

Amounts of insurance, etc.

A: The answer is dependent on the specific concept proposed and level of risk.

5. Are there going to be small business set asides for this NRA?

A: No

6. Are there socioeconomic goals associated with this NRA?

A: No socioeconomic goals are established in advance in an NRA; however, socioeconomic goals will be addressed after selection through contract negotiation. When posted, the model contract will include small business clauses that will need to be tailored to an organization’s specific circumstances.

7. Are proposals for a partial study acceptable?

A: Yes. Proposers may respond to all or some of the study objectives.

8. Can we propose more than two payment milestones?

A: Yes. Due to the short study period, NASA is anticipating an interim and final milestone.

However, offerors may propose alternate approaches.

9. Will this study lead to a follow on competitive announcement or contract?

A: This study is a standalone effort and the results may inform NASA’s future strategies. There is no direct link between this study and any follow-on efforts.

10. Do I have to participate in this study as a condition of participating in any follow on competitions? If we do not compete for this, are we excluded from any future procurement?

A: No.

11. What are the evaluation criteria and associated weighting?

A: Proposals will be evaluated in accordance with the NRA, the NASA FAR Supplement, Section

1852.235-72, and as reflected in the NASA Guidebook for Proposers.

12. Can funds be used for interaction or teaming with foreign entities?

A: Guidance on the use of NASA funds for foreign participation is contained in the NASA FAR

Supplement 1835.016-70 Foreign participation under broad agency announcements (BAAs) and the

NASA Guidebook for Proposers section 3.2.

13. Can you provide more information on the scope of the government demand for services beyond that specified in the ISS Transition Report?

A: NASA is continuing to define its long term needs and would like to understand what can be accommodated by industry - where NASA’s needs intersect with industry’s business case. One of

NASA’s objectives in performing this study is to determine how much government demand is necessary to close the business case after assessing realistic private sector demand.

14. Are we limited to one proposal?

A: Yes, one proposal per prime entity.

15. Can we submit our own proposal, as well as being a contributor/team member on another proposal?

A: Yes; you may submit one proposal as prime, and you may also be a contributor/team member on other proposals.

16. Can the government pick and choose study content from a proposal?

A: Yes, the government can select parts of a proposal for award.

17. Can you reveal the total budget allocated for these studies?

A: Total budget for this activity will be dependent on the number of proposals that NASA selects.

18. When is the Notice of Intent (NOI) due?

A: The NOI will be due 10 calendar days after the NRA is released.

19. Are there any restrictions on non-US team members?
