112 Exhibits 1-13A Rome Cost Exh 1 Why does Column C have Estimated Cost vs Cost?

Estimated cost and cost are considered the same thing, it is the offerors’ estimate of what the cost would be.

113 Exhibits 1-13A Rome Cost Exh 2 and 2c

Exh 2, Line 29 has as fixed cost of $750,000 for Supplies / Material / Parts, since this is fixed price, why does Exh 2c need to be filled in?

Please clarify.

This is not a fixed price. The $750K on Exhibit 2 is a plug number to aid in the cost evaluation, as some anticipated costs would be difficult for Offerors to price without more scope detail.

114 Exhibits 1-13A Rome Cost Exh 2 and 2c

Exh 2, Line 29 has as fixed cost of $750,000 for Supplies / Material / Parts, since this is fixed price, does the $750,000 in Exh 2 exclude Exh 2c or is it part of Exh 2c? Please clarify.

The $750K is not a fixed price. Exhibit 2c is for any other ODCs that the offeror thinks are appropriate. The ODCs with plug numbers is not an all-encompassing list.

Yes, the offeror can add lines to Exhibit 2c as needed.

The Government has provided some ODCs with plug numbers, however this is not an all-encompassing list and offers can add ODCs that they feel are appropriate for this effort.

Will the Government provide a list of incumbent personnel in order to figure how many personnel can be obtained from Incumbent for Column E as this information is not on SAM.GOV?

The government will not be providing a list of incumbent personnel.

119 Exhibits 1-13A Rome Cost Exh 3 Line 11 and 19, Column A, has reference to Exhibit 2A, shouldn’t this be Exhibit 3A?

Yes, this should be 3A and will be corrected in an amendment to the RFP.

This is not a fixed cost. The $490K in Exhibit 3 is a plug number added to the estimate to aid in the cost evaluation.

Discussion: Non-Exempts are SCA, CBA for MD and CBA for VA. All 3 have different numbers/Cost for Lines 16 through 33.

Question: Will the Government Provide additional Tabs to cover the 3 Non-Exempt areas?

If not does the Government want to see an average for the 3 areas which are not true costs?

Please clarify

The offeror should create new Tabs duplicating Exhibit 10A for each area.

The costs are to be rolled up into Exhibits 2,3,4 as Other Subcontract Costs.
