Can you please clarify the FCL requirement for a Joint Venture?

A secret facility security clearance is required to perform this contract. For Joint Ventures (JV), the secret facility clearance must be granted in the name of the JV entity. All offerors shall possess a secret clearance at time of proposal submission. However, for proposals submitted as JV, without a facility clearance granted in the name of the JV, each of the JV members must possess a Secret facility security clearance by the due date for receipt of proposals. In the event a JV is selected for award without the facility clearance in the name of the JV, the JV entity is required to obtain and maintain the Secret facility clearance in its JV name during contract performance.
