The requirement for Significant and Non- Significant subcontractors to submit other than cost or pricing data (exhibits and supporting narrative). Please clarify which exhibits non-significant subcontractors shall submit?

Per L.29 (a), non-Significant service subcontractors shall submit Exhibits 10 and 10A.

85 Appendix 13 It appears that Appendix 13 was removed in the Final RFP. Will the Government be releasing a new set of Position Descriptions?

Appendix 13 was removed and we will not be releasing a new set of position descriptions.

86 L.29(b)(13)

Exhibit 12 heading has a check box at the top for Prime or Significant Subcontractor, please confirm Exhibit 12 is reserved for subcontractors that do not meet the significant subcontractor definition as specified in L.20(a) in other terms reserved for non-significant subcontractors information.

Per L.29 (b) (13) Exhibit 12 is for subcontractors that do not meet the significant subcontractor threshold.

87 Exhibits 15 A-E & Const IDIQ Pricing

In the Final RFP, Exhibits 15 A-E & Const IDIQ Pricing requests prices for Contract Year 1 only, whereas in the Draft CY 1-5 were requested. Will the Government provide a revised template for offerors to propose prices for all contract years?

We are only asking for pricing for the first year for Exhibit 15. This is a change from the draft.

88 L.19(d), L.29(a) and L.29(b)(19)

There appears to be a contradiction between the RFP requirements under L.19(d), L.29(a) and L.29(b)(19) for the total compensation plan requirements for non-significant subcontractors. Can the Government confirm that as stated in L.29(b)(19), that the submission of Exhibits 10 and 10A fulfill the TCP requirements for non-significant subcontractors and that subcontractors who exceed the threshold as set forth in FAR 15.403-4 (as cited in L.19(d)) are not required to submit a Total Compensation Plan narrative in addition to the Exhibits 10 and 10A?

For non-significant subcontractors, the submission of Exhibits 10 and 10A fulfill the Total Compensation Plan requirement under NFS 1852.231-71 and

FAR 52.222-46.

The RFP states that “Electronic file names shall be limited to letters, numbers, and single spaces, with the exception of the period that is required before the file extension (e.g., .zip, .pdf).” and “The offeror shall not use special characters “/” or “\” in file names.” An example file name is “For Prime Offeror Submissions: 1 - Prime Offeror name-solicitation number-MS Volume.doc”

Will the Government confirm that dashes or hyphens do not count as a special character and may be used in file names?

Dashes and Hyphens do not count as special characters in the file names.

M.5 GSFC 52.215-330 Past Performance Evaluation Factor (MAY 2018)

We request that the following statement be added to the evaluation factors, “While an individual citation may only contain a subset of the relevancy criteria established, an offeror’s team's total relevance will be determined based on the sum of relevancy criteria met across all the offeror's team member and affiliate submitted citations.”

There will be no change to the Past Performance provision. The Government will consider the totality of each Offeror's past performance, including Significant Subcontractors, when evaluating Past Performance.

Yes, Significant Subcontractors' consent letters are excluded from the Past Performance's 30 page limitation.

97 Cover Letter, Page 2, Paragraph 5

"Please note a secret facilities clearance is required for this acquisition in accordance with the DD Form 254, Contract Security Classification Specification. Offerors shall possess a secret clearance at time of proposal submission."

Due to the extraordinarily long time it takes to get a security clearance, will the government be providing a list of Labor Categories required to have a SECRET security clearance?

This is a facility clearance, not for individual Labor Categories to have a sercret clearance.

"The services specified by this contact shall be performed at the following location(s): Onsite at NASA/GSFC Greenbelt, MD and Wallops Flight Facilities including the Navy, Wallops Island, VA, all GSFC associated sites and other NASA locations as directed."

Please clarify- What are other NASA locations covered by this contract? Is on-site presence required for other locations?

Work is possible but not likely at the other NASA Centers located throughout the US. There is no known on-site performance at these locations.

10.0.4.3 Planning Services

Development of the Five-Year Project Plan:

The Five-Year Project Plan is a revolving list of projects and shall generally align with the projected budgets. The Contractor (Institutional Planners) shall develop a Five-Year Plan, in accordance with NPR 8831.2, from a complete and continuously updated list of facilities requirements (e.g. all maintenance and repair work), based on data from the condition inspection system and goals provided by the Government. How/who will develop the list of deficiencies and facilities requirements?

A condition assessment is performed by a NASA HQ contractor on a 5-year recurrence. It results in deficiencies and project scopes.

10.0.4.4 Cost Estimating Services

"The Contractor shall provide cost estimating support to planners and project managers in developing cost estimates for facility projects.

The nature of the facility projects includes a range from general office space renovations to renewal or rehabilitation of institutional systems in technical spaces such as laboratories, involving multiple disciplines such as architectural, mechanical, electrical, etc.

Estimators shall be experienced with: cost estimating tools/software such as RS Means;

design tools such as AutoCAD; space management tools such as Archibus; office tools such as Microsoft Office Suite (Word, Excel, PowerPoint, etc.); and life cycle economic analysis tools such as

ECONPACK."

Please clarify- Is RS Means a mandatory tool for estimating, or can other tools be used for estimating?

RS Means is not mandatory, other tools can be used.

101 Attachment B, All Sections

The tables provided in all sections include Contract Year 6. Please clarify- This is a five-year contract. Shall a price for CY6 be provided? And if yes, is it it 12 months?

Yes this is a 5-year contract. And yes year 6 prices shall be provided for a 12-month period.

102 Attachment G- Page 7

Within 30 days after contract effective date, the Contractor shall develop and deliver an IT Security Management Plan to the Contracting Officer for approval.

Please clarify the requirements for the Security Management Plan.

Enclosure 5 outlines the requirements for the IT Security Management Plan.

We will only except Times New Roman as stated in the RFP.

Please confirm that a single line before or after elements like graphics, tables, and callouts should be not less than 10Pt font, to be consistent with the line spacing of that element.
