EOSDIS EED-3

RFP

Unspecified N/A Proposal Instructions

Can companies from outside the USA apply for this? Like

India or Canada?

Proposals are welcomed from qualified offerors, domestic and international. See Section L - Instructions, Conditions, and Notices to Offerors.

EOSDIS EED-3

RFP

Unspecified N/A Unspecified Do companies need to go the USA for meetings?

Presently, due to COVID-19, all meetings with contractors are being held virtually; however in accordance with

Section 1.4 Place of Performance of the Statement of Work

(SOW) contractors may be required to support task related meetings at GSFC.

EOSDIS EED-3

RFP

Unspecified N/A Unspecified

Can companies perform tasks (related to the RFP) from outside the USA? Like India or Canada?

Contract performance is primarily within the United

States. Contractors may travel outside of the U.S. upon written request and advance authorization from the contracting officer. This approval may be granted when the travel is necessary to the efforts required under the contract and it is otherwise in the best interest of NASA.

EOSDIS EED-3

RFP

Unspecified N/A Proposal Instructions Can companies submit proposals via email?

Offerors must submit proposals electronically via NASA’s secure Large File Transfer (LFT). Please see L.14 GSFC

52.215-205 Proposal Marking and Delivery, for complete instructions.

Enclosure 1

Sections B - M L.10 103-106 Proposal Instructions

GSFC 52.209-301(g)(1) requires offerors to identify any

OCIs, this includes planned work. GSFC 52.209-

301(g)(1)A requires offerors to provide a list of all of its and its proposed subcontractor's NASA contracts and subcontracts. GSFC 52.209-301(g)(1)A does not require a list of all NASA planned work. Therefore, the requirements of this clause are interpreted to mean only planned work that the offeror identifies as creating a potential OCI with EED-3 should be disclosed. Please clarify if this understanding is incorrect.

If a listing of planned NASA work is required, then please clarify the definition of "planned". Offerors may be in the early stages of identifying/tracking opportunities but have not made a decision to pursue. Therefore, if required, it is requested the list include proposals submitted and under evaluation.

The Offeror shall identify any organizational interests

(financial, contractual or other) that would be affected by performance of the Statement of Work requirements, whether by it or its proposed subcontractors. Including recently performed, currently performed, or planned work, whether as a prime contract holder or a subcontractor. "Planned" defined: decided on and arranged in advance.

Enclosure 1

Sections B - M G.2(b) 20

NFS 1852.216-76 Award Fee for Service Contracts (Jun

2018), subparagraph (b) includes reference to the performance evaluation plan.

NFS 1852.216-76 (b) has not been updated to replace

"[identify performance evaluation plan]". Should this paragraph reference Enclosure 6, Performance Evaluation

Plan?

Enclosure 1 will be revised to include a reference to

Enclosure 6 Performance Evaluation Plan at G.2(b).

Exhibit 13 Past

Performance

Questionnaire

K. Exhibit 13 1 Past Performance Questionnaire

May offerors insert the due date of the proposal (Oct 12, 2020) instead of "TBD" when they send the questionnaires out for completion, or will the Government issue a revised questionnaire specifying the date?

L.17: "Offerors are responsible for ensuring that the questionnaire is completed and submitted, via email to malika.graham@nasa.gov no later than the closing date of the solicitation designated in Block 9 of the SF 33."

The Government will issue a revised Past Performance

Questionnaire specifying the due date in Block 9 of the SF

33.

Enclosure 1

Sections B - M L.17(a) 141 Proposal Instructions

We understand that a statement of contract past safety performance must be within the contract citations and therefore within the 15 page limit for Volume IV.

However, the record of a company's OSHA recordable injuries and illnesses is documented on OSHA Form 300 for each year. Including these forms within the page limits would consume 3 of the 15 pages allotted to Volume IV.

We recommend these forms be removed from page limits to allow Offerors to include a more complete response to

Volume IV past performance contract requirements.

The Government will amend the RFP to exclude OSHA

Form 300 from the Past Performance Volume IV page limit.

Enclosure 1

Sections B - M K.3 88

52.204-24 Representation Regarding Certain

Telecommunications and Video Surveillance Services or

Equipment (Aug 2020)

The RFP version of 52.204-24 (Aug 2020) is a deviation from the version available on acquisition.gov, namely it is missing paragraph (d)(2). Please confirm if the deviation is intentional.

Deviation from provision 52.204-24 Representation

Regarding Certain Telecommunications and Video

Surveillance Services or Equipment (Aug 2020) is not intentional. Enclosure 1 is revised to include provision

52.204-24 (Aug 2020), in its entirety.

Enclosure 1

Sections B - M

L.7 (d) and

L.16(b)(14) 107 and 137 Proposal Instructions

Are non-significant subcontractors that meet the definition at L.7(d) required to submit a TCP that addresses the requirements of L.7(a) through (c), or are non-significant subcontractors as defined in Section L.16(a) only required to submit Exhibits 10A and 10B to satisfy all TCP requirements?

Yes, non-significant subcontractors that meet the definition at L.7(d) would be required to submit a Total

Compensation Plan (TCP) that addresses the requirements of L.7(a) through (c) and Exhibits 10A and 10B.

Enclosure 1

Sections B - M Section L.14 114-115 Proposal Instructions

Submittal instructions include the following language which creates an effective proposal due date of 10/09 (1 business day prior to the due date). Is this intentional or can this language be deleted such that offerors are only required to submit to LFT by the proposal due date?

"As the transmission of files from the Offeror to the

Government via LFT is not instantaneous, Offerors are cautioned to allow sufficient time for transmission before the deadline. FAR 52.215-1(c)(3)(ii) recognizes an exception to the late proposal rule for proposals submitted through an electronic commerce method if the proposal is received prior to award, acceptance would not unduly delay the acquisition, and the electronic proposal was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals. To ensure timely delivery, Offerors are therefore encouraged to submit their proposals by 5:00 p.m. one working day prior to the due date specified in this RFP."

This language is intentional and references FAR 52.215-

1(c)(3)(ii) which provides the exception for accepting late electronic proposals. While Offerors are encouraged to submit their proposal by 5:00 pm one working day prior to the proposal due date, proposals will be accepted up to the due date and time for proposal submission as indicated in

Section 9 of the SF33. Therefore, the Government is not changing this language.

Enclosure 1

Sections B - M EED-3 eLibrary N/A Proposal Instructions

The eLibrary hyperlinks to 4 of the listed technical documents do not work. Specifically, REL-20.2

Requirements, SU-9.8 Requirements, SU-9.9

Requirements and SU-20.1 Requirements all return a "404

- File or directory not found." error. Please update the links on the web site.

The Government has re-posted links to the 4 documents identified. We are working to remove the broken hyperlinks from the EED-3 eLibrary.

Enclosure 1

Sections B - M

Section L.16 (b)

(3) 132 Proposal Instructions

Do the GPM-specified Other Direct Costs (ODCs) on page

132 of Section L need to be included in Exhibit 7?

Any labor-oriented recurring Other Direct Costs (ODCs) and/or Cost Estimating Relationships (CERs) should be included in Exhibit 7. Non-Labor recurring ODCs and/or

Cost-Estimating Relationships should be included in

Exhibit 1A. GPM Specified ODCs are included in Exhibit

1B. See L.16.

Exhibit 13 Past

Performance

Questionnaire

K. Exhibit 13 1 Past Performance Questionnaire

In Section 2 “ Description of Contract”, Can the offeror delete the initial 4 paragraphs up to “During the contract performance being evaluated, this firm was the” that relate to EED3 and create a text box for the offeror to insert the a description of the contract being evaluated?

For Section 4, the table is in a “landscape layout”, however the ability to fill in text is aligned to a “portrait layout".

Can the offeror adjust the text box/PDF text ability to align with the table so that our customers can fill in the table correctly?

The Government will issue a revised Past Performance
