The contract will be a cost-plus-fixed-fee indefinite delivery, indefinite quantity contract with a 5-year ordering period to be performed onsite and offsite. The final request for proposal is planned for release on or about May 21, 2020 with proposals due approximately 45 days later.

SES III DRFP Questions and Responses
(1) Contractor Question: Will NASA sponsor a Top Secret (TS) Facility Clearance Level (FCL)?
Government Response to Question (1): No NASA does not sponsor Facility Clearance Levels.
(2) Contractor Question: We noticed in the DRFP that we may submit the OCI plan any time after the DRFP is released. May we submit a Draft OCI plan to the government for review prior to finalizing and then submit our final at any time from this point forward?
Government Response to Question (2): Preliminary OCI plans shall be submitted by May 4, 2020, but are not required. All offerors are required to submit a final OCI plan with proposal.
(3) Contractor Question: For the FCL, we assume you mean TS/FCL as there is no such thing as a TS/ SCI FCL. Are all references to TS/SCI FCL really intended to be TS/FCL?
Government Response to Question (3): For all references of Top Secret/Sensitive Compartmented Information Facility Clearance Level in the DRFP. The facility clearance should read TS FCL and not TS/SCI FCL. The facility clearance level for SES III will be TS.
