These hypothetical scenarios are not expressly connected with any work activity; therefore, no cost estimates are required from this portion of the offeror’s proposal.
Any assumptions made in preparing a response to these questions must be clearly stated.
Scenario 1:
The entire development and operations team of a widely used Mission Planning and Scheduling (MPS) system has won the largest lottery pay-out on record and abruptly left the organization to retire early on an island without communication. The system, although actively relied on, is well known to be poorly documented, a mix of software (e.g. COTS, GOTS, Open Source, custom code) and has several open security issues with multiple versions across the environment. The Software Engineering Division was requested to take immediate control of the development and maintenance of the system. Services required from the contractor include staffing, software development and maintenance support of MPS. In supporting the development/maintenance of the MPS, the contractor will develop documentation describing the state of the software from configuration to software security leading to the development of a plan to support the planning and scheduling requirements as a long-term available service for development and active Missions.
Response 1 The offeror’s task is to describe in order of importance: the top seven (7) challenges that could impact the success of taking over the development and maintenance of a plan for sustainability, upgrade(s), and/or replacement system/service of the MPS; explain the rationale for your selections; and elaborate, in detail, on how your company plans to manage, mitigate, and/or address each of listed challenges.
Scenario 2:
The Software Engineering Division has been requested to lead the software development in support of a constellation of interplanetary CubeSats developed at GSFC. The software development is inclusive of the flight, ground, science, and data archival/distribution systems.
Services required from the contractor include defining operations concepts for the software system; deriving software system and subsystem requirements; defining, developing, and implementing systems; subsystems operations; testing/verification; and technical administration to include a strategy to integrate disruptive technologies during the lifetime of the Mission.
Response 2 The offeror’s task is to describe in order of importance: the top seven (7) challenges that could impact the success of this software system development scenario; explain the rationale for your selections; and elaborate, in detail, on how your company plans to manage, mitigate, and/or address each of listed challenges.
