E.2 1852.246-72 MATERIAL INSPECTION AND RECEIVING REPORT (APR 2015)
(a) At the time of each delivery to the Government under this contract, the Contractor shall prepare and furnish a Material Inspection and Receiving Report (DD Form 250 series). The form(s) shall be prepared and distributed as follows:
(1) Via mail and marked “Advance Copy”, one copy each to the Contracting Officer, the Contracting Officer’s Representative (if designated in the contract), and to the cognizant Administrative Contracting Officer, if any.
(2) Via mail, the original and 1 copy (unfolded) to the shipment address (delivery point) specified in Section F of this contract. Mark the exterior of the envelope
“CONTAINS DD FORM 250”. This must arrive prior to the shipment.
(3) With shipment in waterproof envelope (one copy) for the consignee.
(4) If the shipment address is not directly to the Goddard Space Flight Center (Greenbelt) or GSFC/Wallops Flight Facility (Wallops) central receiving areas, then one copy of the
DD Form 250 must be provided (via mail) to one on the following addresses depending upon whether this contract is with GSFC Greenbelt or GSFC/WFF Wallops:
Receiving and Inspection (Code 279), Goddard Space Flight Center, Greenbelt, MD
20771.
(b) The Contractor shall prepare the DD Form 250 in accordance with NASA FAR Supplement
1846.6. The Contractor shall enclose the copies of the DD Form 250 in the package or seal them in a waterproof envelope, which shall be securely attached to the exterior of the package in the most protected location.
(c) When more than one package is involved in a shipment, the Contractor shall list on the DD
Form 250, as additional information, the quantity of packages and the package

2.5 ALGORITHM AND CALIBRATION COEFFICIENT DEVELOPMENT - The Government will evaluate the completeness, effectiveness and reasonableness of Offeror’s strategy/approach to developing and verifying sensor processing algorithms and calibration factors, especially as described in CDRLs 64-67, Calibration Program Plan, Calibration Databases, Ground
Processing Algorithm Development, and Algorithms Test and Validation Plan, respectively.
2.6 CLASS C WITH 5-YEAR OPERATIONAL LIFE –The Offeror’s strategy/approach to developing and delivering the STIS instrument to NASA Payload Risk Classification C for a 5-year mission operational life at the Lagrange-1 orbit will be evaluated the reasonableness and soundness of the approach to system reliability assumptions and assessments, including but not limited to scope identified in CDRL 85, Reliability Predictions and CDRL 87, Limited Life Items
List. The Government will evaluate the risk, soundness of logic, and robustness of the resulting proposed design approach to parts/components selection, redundancy and cross-strapping methods, including identification of which components and subsystems are redundant and which are cross-strapped.
2.7 SPEC COMPLIANCE - The proposal’s compliance with each defined technical requirement in the SPEC, Attachment B, and the manner and degree to which each requirement is met or exceeded will be evaluated. For any requirements exceeded, the Government will evaluate the extent of the performance benefit. For any non-compliances or non-compliances, the
Government will evaluate its impact on overall performance. If the non-compliance or non-conformance is determined to have no impact or an insubstantial impact on overall instrument performance, the Government, in its sole discretion, may accept a proposal containing such minor non-compliance(s) or minor non-comformance(s), though minor non-compliance(s)/non-conformance(s) may be the subject of an evaluation finding. The Government will use the submitted SPEC Compliance Matrix, in conjunction with the offeror’s mission suitability proposal to make determinations of compliance.
2.7 SPEC COMPLIANCE - The proposal’s compliance with each defined technical requirement in the SPEC, Attachment B, and the manner and degree to which each requirement is met or exceeded will be evaluated. The Government will consider the degree to which minor non-conformances or non-compliances impact overall performance and may accept minor non-conformances or non-compliances. The Government will use the submitted SPEC Compliance
Matrix, in conjunction with the offeror’s mission suitability proposal to make determinations of compliance.
2.8 QUALITY ASSURANCE PLAN - The QAP will be evaluated for effectiveness in ensuring quality services throughout the duration of the contract, specifically, the effectiveness of procedure(s) identified for continually monitoring, surveilling, identifying and correcting deficiencies, quality measurements and quality assurance methods.
