30, Block 14:
1) Revision of Section L.6: Section L, clause 1852.215-81, PAGE LIMITATIONS, table
L-1, has removed the Compensation Plan reference. See attached change page which affects page 85 of the RFP.
2) Revision of Section L.7: Section L, clause 1852.231-71 DETERMINATION OF COMPENSATION REASONABLENESS (APR 2015) has been removed in its entirety. See the attached change page which affects page 87 of the RFP.

Tables, diagrams, charts, photographs, graphics, and other similar proposal material will be included in the page count.
(2) The commitment letter(s) and resume(s) for key personnel are not counted as part of the 12-page limitation under Management Approach and shall be included as Volume II appendices. However, commitment letters with job descriptions shall be limited to no more than one page per individual, and the resume(s) shall be limited to no more than three pages per individual.
(3) In addition, the Cost/Price Proposal Volume IV of your proposal is not page limited. However, this section is to be strictly limited to cost and price information. Information that can be construed as belonging in one of the other Volumes of the proposal will be so construed and counted against that section's page limitation.
(d) If final revisions are requested, separate page limitations will be specified in the Government's request for that submission.
(e) Pages submitted in excess of the limitations specified in this provision will not be evaluated by the
Government and will be returned to the offeror. The Government will remove excess pages starting with the first page of proposal material exceeding the proposal page count.

1852.231 71 DETERMINATION OF COMPENSATION REASONABLENESS (APR 2015)
(a) The proposal shall include a compensation plan. This plan shall address all proposed labor categories, including those personnel subject to union agreements, the Service Contract Act, and those exempt from both of the above. The compensation plan shall include the annualized salaries/wages, fringe benefits and leave programs proposed for each labor category proposed.
(b) The offeror shall provide detailed written support, using a compensation survey data or equivalent from an independent company that specializes in compensation surveys, to demonstrate that its proposed compensation is reasonable. The Offeror shall clearly explain why the proposed compensation is reasonable when compared to the independent employee compensation survey the Offeror submits with its proposal.
(c) The offeror shall include the rationale for any conformance procedures used or those Service Contract Act employees proposed that do not fall within the scope of any classification listed in the applicable wage determination.
(d) The offeror shall require all service Subcontractors provide, as part of their proposal, the information identified in (a) through (c) of this provision for cost reimbursement, labor hour, T&M, or non competitive fixed price type subcontracts having a total potential value expected to exceed the threshold for requiring certified cost or pricing data (as set forth in FAR 15.403 4.

Offerors shall ensure the information submitted in this volume is consistent with information submitted in other volumes, as applicable. The evaluation will be based on the information presented in the written proposal. The proposal must specifically address the required criteria under each Mission Suitability subfactor.

i. Explain the approach to provide the initial staffing (skill mix) necessary to perform the requirements of the SOW, including the plan for utilizing incumbent staff and/or hiring new personnel. Given the unique skillset required and the extensive training requirements, explain how the Offeror will ensure the analysts are able to complete all requirements by the end of the phase-in period.
ii. Describe the proposed approach for recruiting and hiring highly qualified personnel in a timely fashion to avoid performance impacts on the contract throughout the entire period of performance.
iii. Identify the approach for personnel training to meet the requirements for the SOW. Offeror’s responses shall include initial on-boarding and recurring training of all staff to ensure compliance with Government requirements including IT security, facility security, and handling of CUI data as well as an approach for position-specific training for ASRS and C3RS Analysts and to ensure data quality and confidentiality. The response shall include an approach for on-boarding and recurring training in a remote/telework environment.
iv. Describe the proposed approach that will be used on the contract to identify contractor personnel who may have personal conflicts of interest resulting from ties to the FAA/FRA, airline, railroad carriers, and/or industry/government stakeholders and for mitigating any potential personal conflicts of interest.
(5) Phase-in Plan. The Offeror shall provide the following:
i. Describe proposed approach and rationale to effectively and efficiently complete phase-in
ii. Submit a Phase-In Plan with their proposal in accordance with the requirements of Data Requirements Description (DRD 8), Phase-In Plan.
iii. Identify three most significant risks associated with the transition of operations within the phase-in period while ensuring continuity of operations. Describe your proposed approach to mitigate the identified risks.
(6) Facility Security Plan: The Offeror shall submit the information required in the Data Requirements Description (DRD 22), Facility Security Plan.
(7) Government Property Management Information Plan: The Offeror shall submit the information required by the Data Requirements Description (DRD 13), Government Property Management Information Plan.
(8) Reserved Compensation Plan: The Offerors shall submit the information required by NFS Clause
1852.231 71 Determination of Compensation Reasonableness.
(9) Representation of Limited Rights Data and Restricted Computer Software: The Offeror shall provide
DRD 37 Representation of Limited Rights Data and Restricted Computer Software in accordance with ARC 52.227-97 (Pre-Award Data Rights, Subcontracting, And Representation of Background Limited Rights Data/Restricted Computer Software) included in this solicitation.
L.13 A(c) Small Business Utilization (Sub-factor)
3. Disclose the basis of all projections, rates, ratios, percentages, and factors in sufficient detail to facilitate the Source Evaluation Board’s (SEB’s) understanding and ability to mathematically verify these estimating tools.

6. Include a narrative portion that explains all judgmental elements of cost projections and fee policies including any proposed price ceilings and team fee sharing arrangements;

(a) The Offeror’s cost proposal shall be submitted in one volume labeled―Volume IV Cost/Price. The RFP-specified formats provided herein are structured on a Contract Year (CY) basis. In preparing the proposal, summary level information is required on the templates; however, the Offeror’s own format shall be used for submitting supporting information. Offerors are instructed to complete all applicable templates provided herein and provide supporting information to explain the basis of estimate for the proposed amounts.
(b) For Cost/Price purposes, Major Subcontractors are defined as those Subcontractors providing a total contract value of $5,000,000.00 or more over the five (5)-year period of performance of the contract or $1,000,000 or greater in any one (1) year of period of performance.
(c) In addition to the Prime Offeror submitting a Volume IV, Cost/Price, for any subcontract meeting the definition of a Major Contractor, the Major Subcontractor must provide its own Volume IV, Cost/Price submission using the subsequently specified format.
Subcontractors not meeting the Major Subcontractor definition are Minor Subcontractors.
Minor Subcontractors shall submit their proposed Cost/Price information directly to the Prime Offeror. The Prime Offeror shall ensure that the Minor Subcontractor information is properly reflected in its own Prime Volume IV, Cost/Price submission.
(d) Prospective Major Subcontractors shall submit their proposed Cost/Price through the
Prime Offeror. If a Major Subcontractor does not wish to reveal proprietary data to the Prime Offeror, it may provide its fully detailed Cost/Price Volume (electronic copy) via https://nasagov.app.box.com/f/756d4815e2db46228fc8ef91fd31b4cb and provide a “sanitized” version to the Prime Offeror showing only a summary of the proposed direct labor hours, proposed total estimated cost and proposed fee, but not the data leading to the development thereof. The Prime Offeror is responsible for submitting a comprehensive Cost/Price Volume including all required Subcontractor proposals no later than the date and time specified in this RFP (See Section L.11(a)). The Prime Offeror is also responsible for ensuring that and all the proposed values that pull forward to the Prime Offeror's proposal are consistent with the Subcontractor(s) overall proposed price, along with identifying supporting data and explanations.

(A) Technical Approach Sub-factor
The Offeror’s proposal approach to the Technical Approach Sub-factor will be evaluated as follows:
(1) Section L.13 A (a)(1), Technical Strategy, will be evaluated for effectiveness, efficiency, and feasibility.
(2) Section L.13 (A) (a)(2) Technical Case Study, will be evaluated for effectiveness and feasibility of the proposed solution.
(B) Management Approach Sub-factor
The Offeror’s proposed approach to the Management Approach Sub-factor will be evaluated as follows:
(1) Section L.13 (A)(b)(1), Organizational Structure/Partnering Approach, will be evaluated for effectiveness, and efficiency.
(2) Section L.13 (A)(b)(2 and 3), Key Personnel and Approach will be evaluated for effectiveness, completeness, and the demonstrated knowledge, skills, and abilities to effectively perform the contract requirement.
(3) Section L.13 (A)(b) (3) is included in item (2) above
(4) Section L.13(A)(b)(4), Staffing, Recruitment, Retention and Training, will be evaluated for demonstration of its understanding of contract requirements, effectiveness.
(5) Section L.13(A)(b)(5), Phase-in Plan, will be evaluated for effectiveness, and feasibility.
(6) Section L.13(A)(b)(6), Facility Security Plan, will be evaluated for effectiveness and completeness.
(7) Section L.13(A)(b)(7), Government Property Management Information Plan, will be evaluated for effectiveness and completeness.
(8) SectionL.13(A)(b)(8), ReservedCompensation Plan, will be evaluated for reasonableness and effectiveness.

(C) Small Business Utilization Sub-Factor
The Government will evaluate the Offeror’s proposed approach to the Small Business Utilization Subfactor as follows (Note: This evaluation approach applies to all Offerors, except that Small Businesses are not required to submit a Small Business Subcontracting Plan):
(1) Section L.13.(A)(c)(1).Small Business Subcontracting Plan. The Small Business Subcontracting Plan will be evaluated in terms of the Offeror’s proposed subcontracting goals (overall subcontracting goals and individual subcontracting goals by small business category) in comparison to the Contracting Officer’s assessment of the appropriate subcontracting goals for this procurement stated in the RFP. The Offeror's Small Business Subcontracting Plan will also be evaluated in terms of meeting the requirements of FAR 19.704, Subcontracting Plan Requirements. The evaluation of the Small Business Subcontracting Plan will be based on total proposed contract value.
Small businesses are not required to submit subcontracting plans. NASA will only evaluate the amount of work proposed to be performed by the small business prime and any small business at the first-tier subcontract level. The proposed amount of work to be done by the prime small business and first tier small business subcontractors will be evaluated against the Contracting Officer’s assessment of the overall

9. Description/Use: The contractor and each major subcontractor shall submit a copy of its Compensation Plan (CP).
The CP shall be updated based on current market data and the contractor’s (and major subcontractor’s, if applicable) current compensation policies and practices.
