Will the Government consider adjusting the Contract Start and End dates to be the first and last dates of their respective months (e.g., January 1st, 2024), to enable financial contractual reporting to be monthly granularity (and reduce the need for allocations to account for partial months)?
No, the Government will not be adjusting the Contract Start and End dates in the Cover letter, nor in Section L, L.13 C - COST/PRICE (VOLUME IV) INSTRUCTIONS on page 117.

Please confirm the past performance page limitations are 20 pages for the prime offeror plus 7 pages for each major subcontractor (e.g., 20 pages for prime plus 7 pages for 1 subcontractor = 27 pages).
Yes, the Government is confirming that the prime offeror’s past performance page limitation is 20 pages, and each major subcontractor’s past performance page limitation is 7 pages. For example: prime = 20 pages, major subcontractor 1 = 7 pages, major subcontractor 2 = 7 pages = a total of 34 pages.

Please provide the applicable Wage Determination for LCATs due to the Service Contract Act requirements in the solicitation.
No, the Government will not provide a Wage Determination for the LCAT as the Service Contract Act does not apply to this requirement. Therefore, FAR clause 52.222-41 is removed in Amendment 1.
Additionally, NFS 1852.231-71 remains in the RFP since the contract is cost reimbursement and exceeds the threshold requiring cost and pricing data.
4 RFP 80ARC023R0002, pg. 107, L.13.B(a)(1), and pg. 126, M.4, 3rd Paragraph, Volume III Past Performance Narrative
Section L of the RFP states that a “recent” past performance contract is no more than three (3) years prior to the proposal due date under this RFP, and Section M of the RFP states that a “recent” past performance contract is no more than five years, please confirm that a “recent” contract is no more than five years prior to the proposal date as stated in Section M.
No, the Government has corrected Section M to state that a “recent” past performance contract is no more than three (3) years. See Amendment 1.

The Government states, “The hours and labor categories for Exhibit 5 must not be changed though they may be divided among Prime Offeror and subcontractors (including major and minor subcontractors).
The total hours for each labor category in the Exhibit for the Prime Offeror and the subcontractors, when combined must equal the totals shown in the Exhibit 5 template provided with this solicitation.”
Would the Government accept the offeror’s ability to divide the LCATs by levels (defining level of experience) without changing the description or hours, only to better align experience and rates proposed? (e.g., LCAT Expert Analyst 1, LCAT Expert Analyst 2, LCAT Expert Analyst 3)
Yes, the Government will accept the offeror dividing labor categories by levels of experience to better align experience and rates, provided that the offeror does not change the descriptions or hours and the offeror submits a breakdown of labor skill mix and labor rates.
6 J.1 (a) Attachment 1 SOW, Section 2.1.3 Facility Requirements
Will the Government elaborate and define the criteria for the word “Secure” in this section for the following: “secure office space,” “secure location,” “secure facility,” and “secure room”?
We understand that SOW Section 5.1.3 states the physical controls specifically for the facility, but we are seeking additional security context for the spaces inside the facility.
SOW section 2.1.3 and 5.1.3 state the requirements for each of the terms contained within this question. Therefore, no further definition of these requirements will be provided.
