We are currently responding to a Request for Proposal (RFP) for the NASA Ames Research Center for the Aerospace Testing and Facilities Operations and Maintenance (ATOM-5) procurement. This procurement provides support services at NASA Ames Research Center (ARC). Under the ATOM-5 procurement, services provided include testing, operations, and maintenance services for Wind Tunnel, Space Transportation, and associated support facilities at NASA ARC. These facilities include but are not limited to: wind tunnels, Arc Jets, gas guns, shock tubes, laboratories, and support facilities. These facilities are national aerospace test facilities utilized by NASA, private industry, universities, Department of Defense (DOD), and other government agencies.

Past performance is a factor for source selection under this solicitation. As such, a requirement of NASA’s solicitation is that past clients of ours are asked to provide impartial assessment of our performance and the scope of work performed in our contract reference performed for your organization.

Summary of the ATOM-5 procurement

The ATOM-5 Performance Work Statement (PWS) includes Core Requirements and an Indefinite-Delivery Indefinite Quantity (IDIQ) component. The requirements include operation and maintenance support services for test facilities and laboratories to include the wind tunnels, Arc Jets, gas guns, shock tubes; and support facilities which include the auxiliaries, model preparation areas, and other support systems devoted to one or more test facilities at Ames Research Center. Core requirements include:

(1) General Services - Includes the operations of testing and support facilities and the maintenance, repairs, and calibrations of the test equipment. This work supports testing and development services and maintains the facilities at an operational status. Operation of Support Facilities includes services needed to provide utility support to the aerospace test facilities. Maintenance, Repair, and Calibration is performed to keep aerospace and support facilities and their subsystems operationally ready. General services also include Health, Safety and Environmental compliance, Quality management, Mission Assurance and Configuration Management and Training.

(2) Contract Management and Administration - ensures that the requirements are effectively managed and implemented to support all activities covered in the PWS. The required services include, but are not limited to: Resource Scheduling, Property Management, Procurement, and Contract Reporting.

(3) Testing Services - comprised of the four phases of a test in ARC’s facilities: Test Planning, Test Preparation, Test Operations, and Post-test Operations. The sections describing these phases include the objectives, a general description of the process, and work requirements to successfully carry out a test. During these phases, the schedule, cost, test requirements, and data accuracy need to be continually reviewed and balanced.

The IDIQ component includes the following:

(4) Development Services – enhances NASA’s ability to successfully carry out tests in a cost effective and safe manner. This work may be associated with specific tests or may be tied to overall improvement of aerospace testing or a facility. Project types include:

Test/Diagnostic Techniques Development; Data Systems Development; Facility Development; Model/Test Apparatus Development; and Sensor and Model Development.

(5) Space Flight Hardware Development - supports the Thermal Protection Materials Branch (TSM) at NASA ARC to support various research projects, programs, and missions and space-flight hardware. The major function of STAR Lab is the design, development, instrumentation, characterization, and fabrication of components for use in testing or as flight hardware. STAR Lab also supports the development and delivery of sensors and instrumentation.

(6) Construction - performs construction services in support in of ATOM-5 testing and support facilities. Construction work includes completion of projects in accordance with final designs and applicable standards including installation projects; component/sub-system verification; system integration and activation of systems and components; and demolition and removal of selected facilities and equipment.

(7) Project Management – includes project development, project implementation, and project monitoring.

(8) Special Studies - performs analyses including but not limited to, feasibility studies, preliminary engineering reports, technology assessments, trade-off studies, third-party reviews, and failure analyses.
