Summary of Key Terms
1. Contract Management
2. Core Requirements Work Packages
3. Indefinite Delivery/Indefinite Quantity (IDIQ) Task Orders
Contract Management:
● The scope of the work to be performed as part of the Contract Management Office is defined in the Request for Proposal (RFP) Section J(a) Attachment 1, Statement of Work (SOW).
● The Contract Management requirements shall be performed to support Core and IDIQ requirements.
Core Requirements Work Packages:
● The scope of the work to be performed as part of the contract’s Core Requirements is defined in the (RFP Section J(a) Attachment 1, SOW.
● The Core Requirements support three main project and engineering areas:
Projects/Facilities; Project Support; and Metal Fabrication, Machining and Instrumentation. Detailed Core Requirements and instructions will be issued to the contractor through a series of Work Packages prior to initiation of work.
● Government estimated labor categories and hours for the Core requirements are provided in Section J(b) Attachment 3, PESS II Cost Template Workbook.
● Representative examples of estimated PESS II Core Requirements and deliverables are provided in RFP Section J(b) Attachment 11, SOW – “Estimated PESS II Core Requirements Applications” (EPCRA). This is a projection of the types and magnitude of the work to be performed in terms of hours, number of work packages, and deliverables, but is not a guarantee of future work assignments.
● Each assigned work package will contain defined requirements, deliverables, milestones, performance metrics, reporting requirements, and period of performance. Standards and codes unique to the work will be specified in the work package.
● The PESS II Core work packages assigned will be similar in nature to the requirements and deliverable described in the EPCRA, but due to the dynamic nature of research and development, the requirements in the work packages assigned will not always be identical to the EPCRA applications described.
Indefinite Delivery Indefinite Quantity (IDIQ) Tasks Orders:
● The requirements for IDIQ work will be driven by continually evolving technology;
varying national, international concerns; and the NASA vision.
● The scope of the work to be performed as part of the contract’s IDIQ Requirements is defined in the Statement of Work (SOW), attachment J.1.
● Separate IDIQ Task Orders will be generated over time for work that is currently undefined.
