PESS II Project Support Requirements
Mina Cappuccio
Mission Design Division Mission Design Division conducts early-stage concept development and technology maturation supporting the Center's space and aircraft mission proposals. Personnel have experience in generating proposals, designing spacecraft buses in support of instruments, and designing instruments in support of science objectives. The principal activities are encompassed by the following three topic areas:
• Mission Design Tools and Capabilities NASA Ames' Mission Design Center (MDC) provides concurrent engineering facilities and software for rapid mission development and analysis. The MDC is staffed by subject matter experts covering the domains required to fully develop successful spacecraft mission concepts. The MDC staff use and develop design tools supporting the full mission, including for example, orbit / trajectory design;
thermal and electrical analyses; avionics and guidance, navigation and control design;
development of operations concepts; and costing. The MDC facilities and staff conduct scheduled and rapid-response design cycles to develop initial mission concepts into proposal-ready, fully supportable technical packages.

• Technology Incubators Low technology readiness level (TRL) hardware or software that promises to be mission-enabling, transformative, or disruptive often requires a period of incubation or R&D during which it can be developed in an unfettered environment sufficiently to determine if the technology is worth a larger investment. The Directorate provides this opportunity for engineers and scientists to engage in basic development work with a minimum of "red tape". Contractor participation in this activity potentially spans all aspects of technology creation and maturation.
• Proposal Development A key role for the MDC is creation, leadership and support of proposals. These may be in response to NASA or other agency solicitations, or developed by the Center as unsolicited proposals. Directorate staff may serve as capture lead, principal investigator, project manager, or in a variety of other supporting roles as appropriate to the proposal. Staff provides technical and programmatic input throughout the course of proposal development, as well as editorial and graphics support.
Mission Design Division Services The Mission Design Division supports the full mission life cycle in the areas of:
• Early Concept Development
• Mission Design
• Rapid Prototyping
• Mission Implementation
Capabilities include flight hardware development, integration and test, launch and operations.
Strong Education & Public Outreach initiatives, including partnerships with local and international universities and multiple internship programs.

Other Support Administrative Project Support
The contractor shall provide records and document management support, and records archiving support for supported programs and projects and the Engineering Directorate and its Divisions.
The support will include configuring and maintaining electronic file storage systems according to NASA records management and records archiving standards. The contractor shall support engineering and directorate information collaboration, and configuration management tools and processes, and engineering quality information systems and processes. The support needs to closely align with the projects and engineers producing the content, the engineering database systems, and the tools utilized by the Programs and Projects and Engineering Directorates.
Technical Writing The Contractor shall develop, maintain and deliver, upon request, technical and business documentation, such as the written content of proposal sections, technical papers, manuals, engineering and business reports, and presentation packages. The Contractor shall develop and maintain documentation in accordance with customer requirements described in the work package.
Other Support (cont.)
Configuration Management
The Contractor shall follow the NASA procedures for configuration management and control of documentation generated during the life of the work element as required by applicable NASA Procedural Requirements (NPR), Ames Management System (AMS) directives, and the customer. The Contractor shall also participate on ARC Change Control Boards (CCBs) as needed to satisfy contract requirements.
Proposal Support The Contractor shall support ARC’s efforts to develop and improve proposal processes and proposal submission outcomes for both NASA and non-NASA opportunities. This can include recommendations for alternative or modified technical approaches and concepts. The contractor shall provide technical editing, graphics and document administration in support of ARC proposals. The contractor shall also support the development of a NASA dashboard tool that provides a clear and informative overview of all competitive proposals for which NASA ARC qualifies. The tool will include actual and expected announcements of opportunity (AO), current and open AOs with details (e.g., status, organization leads, Principal Investigators (PIs), and funding levels) and closed AOs with details (e.g., status and expected award announcements).
The Contractor shall provide database solutions and proposal development support that contains information on partnership development and technology transfer. The contractor shall also identify and implement solutions and tools to store, access, and characterize proposal data, and provide this information to NASA as specified in the work package or task order.
