PESS II Requirements Overview

• This procurement will be a follow-on contract to the existing PESS contract, NNA13AC87C. The period of performance is October 1, 2013

– September 30, 2018. One year extension with six, one-month options is planned.

• The current contract is majority IDIQ, smaller Core.

• Follow-on contract will be majority Core, smaller IDIQ.

PESS II Requirements Overview

• The PESS II contract will support:

• NASA Ames Research Center (ARC) for all flight and mission projects, and all advanced engineering capabilities needed to support the research and development (R&D) mission of the Center.

• NASA ARC Engineering Directorate (Code R) and other ARC directorates. The work will primarily be performed on-site at ARC.

Acquisition Description The Statement of Work (SOW) describes the scope, complexity, and purpose of the service with details of the requirements to be procured under the contract.

• The estimated Core requirements are detailed in the SOW-Attachment 1 and are based on historical data that is representative of the types and magnitude of the work to be performed, but is not a guarantee of the exact make up of future work.

• IDIQ task order requirements will be limited in scope and may include similar in-scope work as described in the Core. IDIQ task order requirements are within the technical scope of SOW but are presently undefined and will accommodate changes in the Center’s program, project, research and budget requirements over time.

• Technical direction for Core requirements and negotiated IDIQ task orders will provide detailed, performance-based requirements.

Acquisition Strategy

• The PESS II acquisition is issued as a total Small Business Set-Aside and will be competed pursuant to FAR 15 and NFS Part 1815—Contracting by Negotiations.

• This acquisition will result in a single award hybrid contract consisting of:

• Firm-Fixed-Price (FFP) Contract Line Item Number (CLIN) for Phase-in requirements;

• Cost-Plus-Fixed-Fee (CPFF) CLIN for Core requirements;

• CPFF CLIN for Indefinite Delivery/ Indefinite Quantity (IDIQ) requirements.

• The contract will have a five-year performance period, consisting of a two-year Base Period and three one-year Option Periods. A 60-day Phase-In Period will precede the Base Period.

• This acquisition will be awarded under the North American Industry Classification System (NAICS) code 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a size standard of 1000 employees.

FAR 52.215-1 and NFS 1815.209 allow for an award to be made without discussions. The Government may award a contract based solely on the initial proposals received. The Government reserves the right to hold discussions if award on the basis of initial offers is determined not to be in the best interest of the Government. If discussions are necessary, then a competitive range will be set and negotiations will commence.

• The Offeror shall acknowledge all Amendments with the proposal submission.

Proposal Evaluation

• Mission Suitability Factor:

• The following sub-factors and points have been determined for the Mission Suitability Factor.

Mission Suitability Sub-factors Points

• Management Approach 550

• Technical Approach 450

Weighting and Scoring

• Past Performance will be assigned a Confidence Rating

• Very High Level of Confidence

• High Level of Confidence

• Moderate Level of Confidence

• Low Level of Confidence

• Very Low Level of Confidence

• Neutral/Unknown Confidence

• Cost/Price will be evaluated for cost realism.

Weighting and Scoring

The Source Selection Authority's (SSA) decision shall be based on a comparative assessment of proposals pursuant to source selection criteria prescribed in this solicitation. While the SSA may use reports and analyses prepared by others, the source selection decision shall represent the SSA's independent judgment.

Selection Decision

• Building cost proposal – Is information provided in Section L, SOW and SOW Attachment 1 sufficient to build staffing/labor mix?

• Innovative approaches - If NASA Ames provides mandatory plug labor hours and skill mixes, describe any effect, if any, that these mandatory plug labor hours and skill mixes may have on innovative approaches in the mission suit/management areas.

• Recently released DRFP for Intelligent Systems Research and Development Support 3 (ISRDS-3, 80ARC018R0012) has staffing/labor mix and hours provided to use in proposal. ARC Small Business Specialist has received favorable feedback on this approach.

• Phase-in – Are timelines realistic?

• Contract Management – Are separate CLINs preferred?
