About this file
This is a Jurisdictional Wetland Determination Report prepared by Woodland Design Associates, Inc. for Wysox Township in Bradford County, Pennsylvania, regarding the proposed Wysox Community Park Boat Launch Project. The report documents a site investigation conducted on March 26, 2026, by Registered Landscape Architects Michael C. Wood and Jayson Wood to delineate wetlands on the approximately 4.31-acre project site located on the north side of State Route 187 bridge over the Susquehanna River. The investigation employed the Routine On-Site Determination method in accordance with the U.S. Army Corps of Engineers Wetland Delineation Manual, Technical Report Y-87-1, which includes the Northcentral and Northeast Region supplement. Two test borings were conducted at locations designated TP1 and TP2, with vegetation, soil, and hydrology observations recorded on standardized field data sheets and supplemented by photographic documentation.
The primary finding of the wetland determination is that no wetlands are present on the subject lot at the time of the site visit. While the property is bordered by two streams—Laning Creek on the southwest side and the Susquehanna River on the southern portion—the soil analysis revealed non-hydric soils (Pope and Udifluvents soils) and the vegetation and hydrology assessments failed to meet the criteria for wetland designation. Both test points were classified as upland with no evidence of water table saturation for the requisite 12.5 percent of the growing season. The report notes that the U.S. Army Corps of Engineers maintains final determination authority over wetland jurisdiction and Waters of the U.S., and recommends that a formal Jurisdictional Determination Request be submitted to the Corps District office if additional verification is desired.

1. PURPOSE AND INTRODUCTION
Woodland Design Associates, Inc. was retained by the Wysox Township to delineate wetlands at the proposed site identified as Wysox Community Park, Wysox Township, Bradford County, PA.
The purpose of this study was to map wetland areas based on the “U.S. ARMY CORPS OF ENGINEERS WETLAND DELINEATION MANUAL, TECHNICAL REPORT Y-87-1” which includes regional supplement: NORTHCENTRAL AND NORTHEAST REGION. This report represents the findings of this investigation. The method for identification and delineation of wetlands on this project was the Routine On-Site Determination.
2. SITE LOCATION
This site is in Wysox Township, Bradford County, Pennsylvania. It is located on the north side of the State Route 187 bridge over the Susquehanna River in Wysox, PA. FIGURE 1 is a location map showing the site. FIGURE 2 shows the subdivision map for this area.
The size of the project site is approximately 4.31 acres.
3. PRELIMINARY INFORMATION SOURCES
TOPOGRAPHY
This site is located on the TOWANDA, PA Quadrangle, which is shown in FIGURE 3. The site is below the 710-foot contour interval and drains into the Susquehanna River.
SOILS
Figure 4 shows the soil survey map (Bradford County GIS Mapping) with the site marked. The soil survey indicated that two (2) soils would be found on this site. Below are the descriptions for these soils:
Po—Pope Soils, 0 to 3 percent slopes:
This soil is deep, well drained, nearly level that formed in alluvial sediments washed from uplands underlain by shale, sandstone and gneiss. These soils are along streams. The surface layer is very dark grayish brown silt loam about 4 inches thick. The surface layer is underlain by a subsurface layer of dark-brown loam about 5 inches thick, that, in turn, overlies a layer of brown silt loam about 5 inches thick. The subsoil, between a depth of 14 and 30 inches, is brown fine sandy loam that has subangular blocky structure and is slightly acid. Surface runoff is slow, and the hazard of erosion is only slight, except where stream gouging occurs.
The available moisture capacity is moderate to high, and permeability is moderate to moderately rapid.
Uc- Udifluvents, 0 to 3 percent slopes:
This soil consists of deep, moderate well drained to excessively drained soils on floodplains.
The soils formed in stratified alluvial sediments and are found along streams and river islands.
Typically, the surface layer consists of 20 to 40 inches of black, silt and sand size coal particles over 1 inch to 6 inches of silt loam or sandy loam. The permeability is moderate to rapid, and the available water capacity is moderate or low.
Pope and Udifluvent soils are not hydric according to the USDA Soil Conservation’s HYDRIC
SOILS MANUAL OF THE UNITED STATES.
NATIONAL WETLAND INVENTORY MAP
The national Wetland Inventory Map (FIGURE 5) indicates that the project site is in:
R2UBH- Riverine/lower perennial/unconsolidated bottom/permanently flooded PFO1A- Palustrine/forested/broad-leaved deciduous/temporary flooded
4. SITE INVESTIGATION
The site was visited on March 25, 2026. The wetland delineator was Michael C. Wood, Registered Landscape Architect, and Jayson Wood, Registered Landscape Architect. The weather was sunny and approximately 62 degrees. It had not rained in the area in the last 24 hours. Two borings were taken on this property. The boring locations are shown on the attached plan (FIGURE 6).
Vegetation, soils, and hydrology were observed and recorded on the following Field Data Sheet for this boring. Photographs were also taken of the property and are located on FIGURE 7. The location and direction of the photographs are shown on the attached plan (FIGURE 6).
5. FINDINGS AND SUMMARY
No wetlands are present on this lot at this time. There are two streams that border the property, Laning Creek, located on the southwest side of the property and the Susquehanna River, located on the southern part of the property. The U.S. Army Corp of Engineers has the final determination as to jurisdiction of wetlands and Waters of the U.S. The Corps can provide, if requested, a jurisdictional determination with regards to this property if you should so desire. A Jurisdictional Determination Request Form is available either through this firm, or through the Corp District office.
The limit of professional liability for this project shall be limited to an amount equal to the fee paid for all work performed by Woodland Design Associates, Inc.
6. CERTIFICATION
I certify that the above statements, attachments, including those labeled and identified as FIGURES 1 through 7, and all conclusions are true, correct, and based upon current environmental principles and science, to the best of my knowledge and belief.
