About this file

This is an Erosion and Sediment Control Plan Narrative prepared by Woodland Design Associates Inc. for Wysox Township in Bradford County, Pennsylvania, dated April 24, 2026. The document outlines environmental controls and best management practices for Phase IV of the Wysox Township Community Park Development Project, which involves improvements to an existing park located on River Access Road off State Route 0187. Phase IV construction activities include installation of asphalt pavement over an existing compacted gravel road and parking areas, removal of an existing concrete boat launch, and installation of a new in-kind boat launch. The project disturbs 0.49 acres of the site's total 4.31-acre parcel, which is located nearly entirely within the Susquehanna River floodplain. According to the associated bid notice, sealed bids are due electronically via the PennBid Program by 3:00 pm on Friday, July 31, 2026, with opening scheduled for approximately 3:30 pm that same day at Woodland Design Associates' offices in Honesdale, Pennsylvania. The project requires a pre-construction coordination meeting with Woodland Design Associates at minimum one week prior to the scheduled start of construction and subsequent coordination meetings one week prior to critical stages including rough grading completion, erosion and sediment control best management practice installation, infiltration basin installation, and permanent stabilization achievement.

The erosion and sediment control plan specifies temporary protective measures including orange construction fencing, compost filter sock sediment barriers, pumped water filter bags, and concrete washouts, with specifications for temporary and permanent vegetative stabilization detailed in Standard E&S Worksheet #21. No wetlands are present on site per delineation, and the Pennsylvania Natural Diversity Inventory and Pennsylvania Historic and Museum Commission clearances indicate no sensitive species or archaeological items of concern. The Susquehanna River is designated as a warm water and migratory fishery under Pennsylvania Chapter 93 water quality standards, and all stormwater flows from the project are proposed to discharge to this water body. Jayson Wood, a Landscape Architect with a Bachelor of Landscape Architecture from Pennsylvania State University (2004-2009) and NPDES training, served as the plan preparer for Woodland Design Associates Inc. The plan preparer has prior experience with erosion and sediment control plans for utility projects in multiple Pennsylvania counties, including work approved by the Pennsylvania Department of Environmental Protection. No thermal impacts to surface waters are anticipated, as the amount of impervious surface area is minimized and runoff will infiltrate through on-site infiltration basins.

Project Description

The Wysox Township Community Park Phase IV Development Project consists of improvements to the existing park located on River Access Road off State Route 0187 in Wysox, Bradford County, Pennsylvania. Phase IV’s proposed items include the installation of asphalt pavement to an existing compacted gravel road and parking areas, the removal of an existing concrete boat launch, and the installation of a new boat launch, in-kind.

This submittal includes only the construction of Phase IV items. As discussed in the pre-application meeting on 4/1/2026, the stormwater calculations and structural BMPs provided as part of Phase III (nearing project closeout) to enhance and accommodate stormwater rate, quality, and volume, do not need to be adjusted for this Phase as there is no new impervious area proposed or any work proposed that would impact the previously approved design.

As the plan drawings show, Phase I included the installation of a picnic pavilion as well as a concrete accessible route and dedicated ADA parking. Phase I included an approved E&S Plan that is now closed.

Phase II included an 8’ wide asphalt trail, a playground, a park sign, a composting restroom, and a non-motorized boat launch. Phase II required an approved E&S Plan and Joint Permit for work within the adjacent Susquehanna River floodway. All work proposed under this E&S Plan and the Joint Permit are complete.

Phase III project required the submittal and received approval for a Chapter 102 General NPDES Permit and a major amendment to the Joint Permit for additional work within the river’s floodway. The only additional work within the floodway during this phase was 0.09 acres of disturbance to place a rain garden at the site. As discussed in the pre-application meeting, this work is nearing completion and NOT submittal is anticipated for June 2026.

This Phase, Phase IV, will involve the placement of temporary orange construction fencing to protect surrounding park elements, temporary compost filter sock during construction to maintain soil and runoff on site, pump water filter bags with compost filter surround to pump out water in low lying areas, concrete washouts away from the river to accommodate necessary concrete work, bituminous pavement installation (over existing compacted gravel), and the installation of a concrete boat launch.

The site is located nearly entirely in the floodplain of the Susquehanna River with a portion in the floodway. All stormwater flows are proposed to go to the Susquehanna River, a warm water fishery, migratory fishery, as noted by PA Chapter 93.

Per the wetland delineation provided, there are no wetlands present on site. The PNDI and PHMC letters provided also clear the project of any sensitive species or archeological items.

Total project earth disturbance proposed: 0.49 acres.

Parcel acreage: 4.31 acres

Soils Types & Descriptions The soils within the project site, as mapped by the ‘USDA, Natural Resource Conservation Websoil Survey.’ The locations of the soils are illustrated on the E&S Control and Restoration Plans.

Soil Limitations & Resolutions:

Slope-

The site is gently sloping with proposed items laid out appropriately across existing slopes. Return slopes of 3:1 are provided to maintain gentle slopes and drainage.

Where return grades are 3:1, stone slope stabilization is provided.

Permeability and wetness – Test pits and percolation tests were conducted across the site showing that the soil is well above the water table, above the seasonal water table, and can provide the infiltration needed for the proposed stormwater BMPs to function and meet the water rate, quality, and volume requirements across the site.

Soil Nutrients and Vegetation Growth–

The soil on the site does have some surface rock, although healthy woodland exists across most of it. Specifications for proper lime, mulch, fertilizer, and seed are provided to achieve growth and stabilization.

Geologic mapping features – none

Perimeter and on-site Best Management Practices To be used before, during, and after earth disturbance to limit exposed areas:

BMP Location Removal Timing Disturbed areas. Minimize extent of disturbed areas with prompt stabilization.

Orange Construction Fencing

Outside disturbed areas, specifically infiltration areas.

Minimize disturbance and compaction of infiltration areas on site.

Compost filter sock sediment barrier

Below area to be disturbed. Remove after uphill area is stabilized.

Pumped water bag Excavation containing water. After excavation is empty.

Temporary/Permanent seeding

Disturbed areas at final grade. N/A

Concrete Washout As needed during construction Remove once construction is complete

Anticipated project construction wastes:

Concrete.

Soil/rock disposal areas On site or off-hauled to a site with an approved E&S Plan.

Identified potential for geologic or soil conditions to cause pollution during construction None.

Thermal Impacts There are no anticipated thermal impacts to the surface waters from the construction of the project. The amount of impervious area is minimized. All runoff from impervious and developed areas shall run through Infiltration Basins where it will infiltrate and cool; the majority of runoff will have the opportunity to infiltrate on site, further reducing its thermal impact. No tree clearing is proposed on the site.

Critical Stages of Implementation Contact Woodland Design Associates Inc. a minimum of one week prior to the scheduled start of construction, one week prior to the completion of rough grading, one week prior to the installation of all E&S BMPs, one week prior to the installation of the Infiltration Basins, and one week prior to achieving permanent stabilization to coordinate inspections.

See construction sequence on plan drawing Sheet L-701 for all of the project’s critical stages.
