About this file

This document is a Special Instructions to Vendors Quotation Request or Invitation to Bid for a Real-Time Kinematic (RTK) Global Navigation Satellite System (GNSS) for the Water and Wastewater Engineering Division. The solicitation is for a definite quantity contract, with purchase orders to be issued after award notification. The County reserves the right to order up to an additional 20% of the specified quantities within one year of the award date, at the same prices and terms. The vendor must perform 100% of the contract work without subcontracting and will be responsible for provision, installation, and performance of all equipment and materials.

The contract will be awarded to the lowest responsive, responsible bidder based on total bid price. No small business enterprise (SBE) or community business enterprise (CBE) goals are applicable, and there are no specific funding requirements for this solicitation. The basis of award allows the County flexibility to award on a group basis, item-by-item basis, or total bid price basis, whichever is deemed in the County's best interest. Multiple standard contract provisions are noted as "not applicable," including price adjustments, maintenance requirements, licensing, certifications, permits, and prevailing wage rates.
