About this file
This Scope of Work document is issued by the City of Arlington, Texas as part of Request for Qualifications (RFQ) 26-0214 for Architectural/Engineering services to design a comprehensive Public Works South Field Operations Facility and Water Department Operations Facility located at 1100 Green Oaks Boulevard. The City seeks qualified firms to provide design and construction documents for a new 13,000-square-foot Public Works office facility to accommodate approximately 75 field personnel, approximately 70,000 square feet of support space including employee and heavy equipment parking, materials storage, equipment maintenance areas, and a stormwater vactor truck shelter, plus a new Water Department Operations Facility with an 18-bay vehicle garage (100' x 260'), office space with 10 offices, conference room, kitchen, and attached bathrooms. The project scope encompasses five phases: Phase 1 (Preliminary Design with options for separate or combined buildings), Phase 2 (New Public Works Facility Design), Phase 3 (Stormwater Best Management Practices Design), Phase 4 (Existing Materials Storage Yard and Parking Site Improvements), and Phase 5 (Demolition of existing facility and construction of new Water Department Operations Building if separate). The consultant must furnish all required labor, materials, supplies, and travel. Responses must be limited to 25 pages (excluding cover sheets, photographs, and graphics) and should include firm description, up to five similar projects completed within the last five years with detailed project information, organizational chart with key personnel and subcontractors, resumes and qualifications of proposed team members, project principal contact information, graphic timeline with key milestones, general project approach, conflict of interest disclosure, and affirmation of proper licensure in Texas. A selection committee will evaluate qualifications and select up to three prospective consultants for possible interviews, with final selection to be followed by contract execution through the Arlington City Attorney's Office.
The RFQ does not specify pricing terms, set-asides, or project budgets in the Scope of Work document. The City will provide relevant reports, studies, and resources needed for project completion, and consultants are expected to provide probable construction costs for each phase as part of their design services. The selection process emphasizes competence and qualifications of proposed teams, with no changes to key personnel or subcontractors permitted without express written consent from the City. The RFQ prohibits respondents from contacting City Council members, City staff, or City consultants regarding matters pertaining to the proposal, with violation of this restriction potentially resulting in disqualification. The City of Arlington exclusively uses Euna Procurement for solicitation dissemination, and submissions received through other means may result in incomplete specifications. Electronic submission is strongly encouraged; paper proposals must be submitted in sealed envelopes labeled with company name, solicitation number, and title, with late proposals not accepted.
