The contract will remain valid until project completion and sign-off by FCS personnel.
Pricing must be firm for the entire contract period and twelve months after award, with no surcharges, fuel charges, or additional fees permitted under any circumstances. Turnkey pricing is required with all costs inclusive of a complete solution, and FCS will not accept any price increases after contract award. Payment requests may be submitted as individual jobs are completed, defined as inspection, re-inspection, and sign-off, with invoices itemized per school location and requiring final sign-off before payment. Contractors must comply with O.C.G.A. 13-10-91 and register employees through the district's Safety-Check Contractor Identification System before beginning work. Required insurance includes Workers' Compensation, Commercial General Liability of at least $1,000,000, Commercial Automobile Liability of $1,000,000 Combined Single Limit, and Umbrella/Excess Liability of $2,000,000 per occurrence and aggregate, with Forsyth County School District named as an additional insured. Evaluation will be based on qualifications, relevant experience, responsiveness, and estimated cost using a cost evaluation formula where the lowest price divided by each proposal's cost is multiplied by available points, with cost not being the sole determining factor.

Any proposals that do not include all required information may be considered non-responsive and disqualified.
6.2 Evaluation Procedures – Review of Proposals
A committee will evaluate the proposal responses based on qualifications, relevant experience, responsiveness of proposers, and the estimated cost of the engagement. Cost will not be the sole determining factor in the award. Each proposal will be reviewed for completeness to ensure that all mandatory requirements are addressed satisfactorily. The committee will determine any areas requiring additional clarification/information and request this information from the responding vendor. The committee will evaluate the quality and completeness of each response as it addresses each requirement of the RFP. All non-cost-related areas of the response are evaluated during this phase.
The selection of the awarded vendor will be based on the review of several key elements in the proposals submitted.
Final score will be the sum of the non-cost elements as specified and the cost.
