Renewable Energy Consumption
Renewable electricity consumed as a percent of facility electricity use:

For each new Federal building or major renovation, if LCC effective, not less than 30% of the hot water demand shall be met through installation and use of solar hot water heaters.

Designate a Facility Energy Manager for each covered facility
Annually report covered facilities footprint data in FEMP’s Compliance Tracking System (CTS) – energy & water consumption, GSF
Conduct energy and water evaluations (audits) in 25% of covered facilities annually, so that every facility is evaluated once every 4 years. Identify energy and water efficiency measures and report findings (implementation cost, energy/water savings, energy/water cost savings) in CTS

A covered facility may be defined as a group of facilities at a single location or multiple locations managed as an integrated operation. May 17, 2018 Report implemented energy and water conservation projects at covered facilities in CTS (implementation costs, funding source, energy/water savings, renewable energy generation)
Conduct follow‐up activities (M&V) on implemented projects to verify savings and report findings in CTS
Benchmark metered buildings over 5000 GSF in Energy Star Portfolio Manager and export data into CTS. (Building level monthly energy consumption and cost, operation hours, occupancy, # of computers, location, etc.)
Most data in CTS is public access.

Building Performance
New buildings designs must be 30% more energy efficient than relevant code, if cost effective, or highest efficiency attained that is cost effective.

New building designs or major renovations shall reduce fossil fuel‐generated energy consumption 55% (2010) compared to 2003 similar building so that by 2030 achieves a 100% reduction of fossil fuel‐generated energy consumption3.

Leasing Beginning 2011, no Federal agency shall enter into a contract to lease space in a building that has not earned the Energy Star label. Exceptions:
No space available that meets functional needs Agency proposes to remain in building previously occupied
