Phase I
140F1B25R0004 DNWRC Fire Complex – RFIs
Deadline Date August 4, 2025
1. Solicitation Section M.1.2 - Tab 3 - Past Experience. The fourth bullet point states, "Each project submitted is limited to a maximum of two pages for a total maximum of 10 pages" and the fifth bullet point states "Limited to no more than five pages."
Please clarify if we are limited to 10 pages or 5 pages. We request 10 pages.
Answer: The maximum page limit for Tab 3 – Past Experience is 10 pages in total, as stated in the fourth bullet. The reference to "no more than five pages" in the fifth bullet was an addressed substantial data and should be disregarded. Offerors may submit between 5 to 10 pages for this section, depending on the number of relevant projects included.
2. As the solicitation was issued late Tuesday 7/29 and phase 1 proposals are due early Wednesday 8/4, giving bidders only 5 business days to prepare our proposals, we respectfully request that the USFWS extend the phase 1 due date to Friday 8/8 at 4pm, or after.
Answer: The request for additional time to submit Phase 1 proposals is not approved. The proposal due date was established in coordination with the customer and local Refuge management based on the required award timeline. Due to the urgency of the project and the need to adhere to scheduled milestones, the Government must maintain the current submission deadline.
3. Could you please give clarification to what the actual dates are for the project.
• Solicitation: item 13 shows offers due on September 11, 2025
• SOW (section K) shows a site visit on August 25, 2025
• SOW (section L) shows Phase 1 due August 6, 2025
Answer: The solicitation establishes a phased timeline, with Phase I proposals due by August 6, 2025, and Phase II proposals due by September 11, 2025. The final due date of September 11, 2025, applies only to those contractors who are selected to proceed to Phase II. Contractors that qualify for Phase II will be invited to attend the site visit scheduled for August 25, 2025.
- Phase I is open to all Small Businesses to participate and does not include a site visit. The due date for those submittals is Aug 6.
- Phase II is open to Small Business that are invited to participate after evaluation from
PH I and does include the site visit on Aug 25.
- The submittals for PH II are due on Sep 11.
4. While Tab 4 of the solicitation references self-performance, it does not clearly specify a minimum percentage to be self-performed by the prime contractor. Can you please confirm whether there is a required self-performance percentage for this solicitation?
Answer: The solicitation does not prescribe a specific minimum self-performance percentage for the prime contractor. However, as outlined in Tab 4 – Overall
Management Approach, offerors are required to identify the types of work they intend to self-perform, excluding construction management services. Additionally, offerors should provide a narrative that demonstrates their capability to execute the design and construction requirements described in the Statement of Work. This may include examples of past projects of similar scope and magnitude, identifying the client, project value, and current status.
5. Our firm is interested in the Nevada - Design/Build NWRC Fire Cache &
Bunkhouse and were wondering about the due date for the SOQ/Proposal. Is it September 11th?
Answer: Submit of Question “SOQ”/Proposal for Phase I is August 4, 2025, is today and August 29, 2025, Phase II (L.1.4) Requests for information. Due to the government budget and strict timeline the dates and timeline cannot be modified.
6. Sol_140F1B25R0004 mentions that Phase I proposal due date is August 6, 2025, 10:00 a.m. CST. The Phase 2 proposal due date will be disclosed to contractor’s selected for participation in Phase 2 after the Phase 1 evaluation.
Answer: Correct, Phase I is due August 6, 2025, 10:00 CST (L.2.0) & L2.3 Evaluation Factor(s) & Price within Solicitation. For Phase 2 process that is correct. The contractor that is selected based on the evaluation of Phase I will be notified directly by email. All others will receive a notice letter via email of the results of their Phase I.
7. Do you anticipate the due date for Phase 1 being extended?
Answer: The established timelines for Phase I and Phase II will remain unchanged due to fiscal year budget constraints. Multiple contractors have inquired about this matter, and it was previously addressed in response to an earlier question. No extensions will be granted for either Phase I or Phase II under this solicitation.
