About this file
This is a Bid Bond Confirmation and Bid Check Authorization Form for Harris County, Texas, related to the construction of the Lauder Stormwater Detention Basin (Compartment 2) for the Harris County Flood Control District. The form establishes the procedures for bid security submission through either a bid bond or a cashier's check. Bidders must physically deliver cashier's checks in sealed envelopes to 1111 Fannin Street, 12th Floor, Houston, Texas 77002 before the bid due date, with all checks made payable to Harris County. The form requires bidders to complete either Section A (for bid bond submissions, including bond number, surety name, date, and amount) or Section B (for cashier's check submissions, including check number, issuing bank, date, and amount).
Bid checks submitted by unsuccessful bidders or those whose performance and payment bonds (if required) have replaced the bid security will be returned by Harris County via regular mail to the bidder's designated mailing address without liability. For traditional bids, the County Clerk may retain the checks of the three lowest bidders until after contract award, approval, and receipt of required bonds, returning all other checks within seventy-two hours of bid opening. For RFPs, the Office of the Purchasing Agent retains all checks under the same conditions. The form must include the bidder's business address, mailing address, city, state, zip code, telephone number, and email address, with execution by an authorized representative.
