About this file

This is a Certification Regarding Lobbying form required for submission with bids exceeding $100,000 on federal contracts, grants, loans, and cooperative agreements. The certification applies to the Construction of Lauder Stormwater Detention Basin (Compartment 2) for Harris County Flood Control District in Texas, which is funded through CDBG-DR/GLO (Community Development Block Grant - Disaster Recovery/General Land Office). The form serves as a prerequisite for bidders to certify that no federal appropriated funds have been or will be used to influence government officials in connection with the award of this federal action. Bidders must complete and submit this certification along with their bid documents, and all subrecipients and sub-tier awardees are required to include identical certification language in their respective award documents.

The certification imposes material representations of fact that bind bidders to comply with 31 U.S.C. Section 1352, as amended by the Lobbying Disclosure Act of 1995. If any non-federal funds have been or will be paid for lobbying activities related to this contract, bidders must additionally complete and submit Standard Form LLL (Disclosure Form to Report Lobbying Activities). Failure to file the required certification or disclosure subjects bidders to civil penalties ranging from $10,000 to $100,000 per violation. The form requires bidders' authorized officials to provide signatures, printed names, titles, and certify the truthfulness and accuracy of all statements, with understanding that 31 U.S.C. Section 3801 et seq. applies to the certification and disclosure.
