The technical criteria encompass six major categories: System Functionality and Core Modules (160 points), Implementation, Integration, and Configuration (125 points), Security, Compliance and Hosting (100 points), Support, Maintenance and Advanced Care (65 points), Training and Documentation (50 points), and AI-Driven Compliance Reporting, with proposals requiring detailed narrative responses addressing end-to-end travel booking and expense management capabilities, policy enforcement, per diem compliance, receipt imaging, mileage tracking, travel management company integration, pre-travel authorization workflows, and comprehensive reporting and analytics dashboards.

Vendors must address extensive security, compliance, and data privacy requirements, including end-to-end data encryption, multi-factor authentication, 99.9% uptime SLA availability, WCAG 2.1 AA accessibility compliance, and FedRamp or GovRamp certification. Responses must include detailed implementation plans with milestones and timelines, integration specifications with state accounting and payroll systems, sandbox/test environment descriptions, audit log maintenance procedures, data lifecycle documentation, and a completed Privacy Impact Assessment. Vendors must provide a standard Master Service Agreement, attestations regarding data controller status and data protection commitments, data export capabilities in open-source formats, and certificates of destruction. Additional requirements include descriptions of AI-driven compliance reporting capabilities, machine learning analytics for auditing, advanced care support services for the full potential five-year contract term, comprehensive training approaches for administrators and end users, and detailed system update and optimization processes.
