About this file

This is a Cost Sheet (Attachment D) for a Travel Program Management Services RFP issued by the State of Utah Division of Purchasing and conducted by the Division of Finance. The procurement seeks a comprehensive, cloud-based travel and expense management system to support all State employees in planning, booking, and reconciling official travel. The system must accommodate up to 65,000 transactions per year and include core functionalities: Travel and Expense Management with booking, expense reporting, compliance, and mobile app capabilities; Reporting and Analytics with dashboards and configurable reports; Pre-Travel Authorization request and approval workflows; Sandbox/Test Environment for training and configuration validation; and Support/Advanced Care with dedicated account management and priority support. A single contract award is anticipated to the responsive and responsible vendor achieving the highest overall score.

Offerors must complete the cost sheet by filling in all yellow cells for Part 1, with each contract year (Initial Implementation through Year 5) requiring at least one cost entry to be considered responsive. All pricing entered will become contractual for the awarded vendor. The evaluation methodology allocates 500 technical points, 300 demo points, and 200 cost points, with vendors required to achieve a minimum of 70% (350 points) in technical criteria and 70% (210 points) in demo scoring to advance to cost evaluation. Cost points are calculated using the formula: Cost Points × (Most Competitive Grand Total/Proposed Grand Total), with the most competitive vendor receiving 100% of the 200 available cost points. Part 2 of the cost sheet is optional and allows vendors to propose additional products or modules not included in Part 1; pricing in this section may become contractual only if the Division of Finance determines inclusion in the final contract.
