About this file
This is a Cost Proposal Form attachment for a Request for Proposals issued by Boulder County, Colorado, for the operation of two demand responsive transit services: Ride Gunbarrel and Ride SouthEast On-Demand Transit Services. The County seeks qualified entities to provide comprehensive operations and management of these combined transit services under a five-year contract. The services are partially funded by the Federal Transit Administration and will be subject to FTA contractual requirements. The contract term extends for five years, with the County maintaining full funding through mid-2029 and partial funding through mid-2031, though the County is actively working to secure additional funding for the final two years of service.
Contractors must submit rates on a per-revenue-service-hour basis that are all-inclusive, covering staffing, maintenance, fuel, deadheading between the contractor's base of operations and service areas, and all other operational expenses. The cost proposal requires contractors to establish single rates for each year across multiple annual revenue service hour ranges, beginning at 8,500 hours or fewer and extending to 16,501 or more hours annually. Annual rates will be adjusted on January 1st of each contract year according to the submitted cost proposal form. Contractors may propose rates for revenue service hour ranges outside those specified in the table by adding additional rows. The form also permits contractors to propose a fuel adjustor mechanism that would modify the revenue service hour rate based on fluctuations in fuel prices, with full description and documentation required if applicable.
