About this file
This file is a SAM.Gov registration guide for entities seeking to become eligible for federal government contracts. The document outlines the step-by-step process for registering an entity on the System for Award Management (SAM) website at www.sam.gov, including account creation, entity type selection, and completion of required sections such as Core Data, Assertions, Representations and Certifications, and Points of Contact. Key prerequisites for registration include obtaining a DUNS number (available free from Dun & Bradstreet within 1-2 business days) and a Taxpayer Identification Number (TIN), such as an Employer Identification Number (EIN) from the IRS or a Social Security Number for sole proprietors. The registration process is free, and newly registered entities typically become active within 3-5 days once the IRS validates the TIN information.
The guide emphasizes that SAM.Gov registration is mandatory for any organization wishing to bid on federal contracts. Entities previously registered in the Central Contractor Registration (CCR) system already have their information available in SAM and need only to set up a SAM account. The document directs prospective contractors to the SAM User Guide for detailed information and provides contact information for the SAM Help Desk at www.fsd.gov for additional assistance. While this registration guidance document is general in nature, it serves as a prerequisite step for entities interested in responding to the related Boulder County, Colorado on-demand transit services contract opportunity, which is funded in part by the Federal Transit Administration and requires FTA compliance.

• If you do not have a DUNS number, you can request a DUNS number for free by visiting D&B at http://fedgov.dnb.com/webform
• It takes 1-2 business days to obtain a DUNS.
Your Entity’s Taxpayer Identification Number (TIN)
You need your entity’s Tax ID Number (TIN) and taxpayer name (as it appears on your last tax return). Foreign entities that do not pay employees within the U.S. do not need to provide a TIN.
• A TIN is an Employer Identification Number (EIN) assigned by the
Internal Revenue Service (IRS).

• To obtain an EIN visit:

• Activating a new EIN with the IRS takes 2-5 weeks.
