About this file
This is a Scope of Work document for WIC Pharmacy Services prepared by the State of Utah Department of Health and Human Services, covering the contract period from 2027 through 2032. The contractor shall provide specialty medical foods and formulas to Women, Infants and Children (WIC) program participants through an in-state storage facility with guaranteed immediate availability for delivery to local WIC clinics statewide. Products must be ordered through a SharePoint system and delivered within five business days of order placement, with expedited three-business-day delivery required for premature infant formulas. All packaging must be individualized per WIC participant with proper labeling including participant name, family identification number, product quantity, and health department designation. The contractor must maintain a dedicated point of contact available during standard business hours (8:00 a.m. to 5:00 p.m. Mountain Time) with a trained backup, and all order fulfillment must be overseen by a registered pharmacist or doctor of pharmacy with response to inquiries required within one business day.
The contractor is responsible for all shipping costs to WIC clinics as specified on the cost sheet attachment, with additional charges invoiced separately for overnight or expedited delivery and home delivery to participants. Product pricing is fixed for one year from the contract effective date, with future year increases capped at five percent plus documented wholesale price increases. Late delivery penalties apply on a tiered schedule: ten percent for one business day late, twenty percent for two to five business days late, and thirty percent for six or more business days late, though December shipments receive penalty waivers if products ship within two business days of order receipt. The contractor must ensure all products maintain a minimum three-month expiration date upon delivery, assume liability for damaged or incorrect shipments requiring replacement within three business days, and coordinate product returns and credits with DHHS within five business days. Weekly audits of delivery timeframes will be provided to the contractor and DHHS finance staff to monitor performance compliance.
