About this file
This is a specification document for riprap and granular filter materials issued by Salt Lake County, Utah, Public Works Flood Control Division, for use in a Rose Creek gabion basket wall construction project. The project involves 619 linear feet of bank stabilization measures to protect an existing maintenance road from scour damage. Requested materials include Class III riprap with a D50 nominal particle size of 12 inches, 4-8 inch rockfill, and galvanized steel gabion wire baskets. The County anticipates executing construction between September 2026 and November 2026. This solicitation covers supply and delivery of materials only, with installation to be performed by Salt Lake County crews. Bidders may submit bids for any individual portion of the materials and are not required to provide complete bids across all line items. Payment for riprap and rock fill will be based on actual quantities required, which may be subject to change from estimated quantities.
All material specifications are derived from the 2025 APWA Utah Chapter Manual of Standard Specifications and follow APWA numbering codes, modified exclusively for supply and delivery requirements. Granular filter materials must be high-quality mineral rock or stone, well-graded according to specified gradation requirements, and cannot include concrete masonry or concrete pavement. Loose riprap must be durable, angular, hard stone free from seams and cracks, with minimum specific gravity of 2.60 and maximum Los Angeles abrasion of 40 percent per ASTM standards. All stones must be angular with greatest dimensions not exceeding three times the least dimensions. Suppliers must submit certification from a certified independent laboratory confirming riprap meets material properties specifications and provide documentation of riprap source and gradation. Gabion wire baskets must be delivered to the County operations yard, while aggregate materials should be available for pickup by County operations crew during normal business hours.

SECTION 31 37 00
RIPRAP AND GRANULAR FILTER
This specification is modified from APWA Standard Specification Section 31 37 00 to apply to the supply and delivery of materials (without installation). In cases of conflict between this specification and APWA Section 31 37 00, this specification shall govern.
PART 1 GENERAL
1.1 GENERAL
A. This section covers furnishing granular filter and loose riprap materials in accordance with these specifications.
1.2 REFERENCES
A. The latest edition of the following publications form a part of this specification to the extent referenced. The publications are referred to in the text by basic designation only.
B. American Society for Testing and Materials (ASTM)
ASTM C-127 Specific Gravity and Absorption of Coarse Aggregate.
ASTM C-535 Resistance to Degradation of Large-Size Coarse Aggregate by Abrasion and Impact in the Los Angeles Machine.
1.3 SUBMITTALS
A. The following shall be submitted:
1. Certification from a certified independent laboratory that the riprap meets the material properties of this specification.
2. Documentation of riprap source and gradation.
1.4 STORAGE OF MATERIALS
A. Materials shall be arranged and delivered in a manner to avoid excessive segregation and to prevent contamination with other materials.
PART 2 PRODUCTS
2.1 GRANULAR FILTER
A. Material: Rock, stone, or other high-quality mineral particle or combination.
B. Concrete masonry or concrete pavement may not be used for granular filter.
C. Granular Filter shall be well graded with additional gradation requirements as follows:

2.2 LOOSE RIPRAP
A. Durable, angular, hard stone free from seams and cracks. Sound against disintegration under conditions to be met in handling and placing.
B. Graded in size to produce a reasonably dense mass.
C. Concrete masonry or concrete pavement may not be used for riprap.
D. Riprap shall be well graded with additional gradation requirements for riprap as follows:
