2023 Florida Building Code, Building, Eighth Edition:
202 Definitions
• WIND-BORNE DEBRIS REGION. Areas within hurricane-prone regions located in areas where the ultimate design wind speed, Vult, is 140 mph (63.6 m/s) or greater.
1. For Risk Category IV buildings and other structures, the wind-borne debris region shall be based on Figure 1609.3(3).
1603.1.4 Wind design data.
The following information related to wind loads shall be shown, regardless of whether wind loads govern the design of the lateral force-resisting system of the structure:
1. Ultimate design wind speed, Vult, (3-second gust), miles per hour (km/hr), tornado speed, VT (mph) and nominal design wind speed, Vasd, (mph) as determined in accordance with Section 1609.3.1. Vult = 153 mph. See Structural Drawings
2. Risk category IV. See Structural Drawings
3. Effective plan area, Ae, for tornado design in accordance with Chapter 32 of ASCE 7.
4. Wind exposure Category = C. See Structural Drawings.
5. Applicable internal pressure coefficients and applicable tornado internal pressure coefficients.
6. Design wind pressures and their applicable zones with dimensions to be used for exterior component and cladding materials not specifically designed by the registered design professional responsible for the design of the structure, psf (kN/m2). Where design for tornado loads is required, the design pressures shown shall be the maximum of wind or tornado pressures.See Structural Drawings.

H. The contractor shall provide temporary weather protection to prevent water entry into the building and to maintain the building in a weather-tight condition. Ensure that protection is in place and water-tight before the end of each day ’s work. During the work, the contractor shall be prepared for unexpected weather changes so that temporary protection can be quickly installed.
J. The Contractor shall protect the roof and associated systems.
Construction loads shall not exceed 25 PSF unless approved by the C.O.R. Damage caused by construction activity shall be repaired per the Owner’s direction at the Contractor's cost; all repairs must maintain existing warranties. All items must be secured and braced.
Install plywood cover board under all construction materials to protect existing roofing, parapet, and flashing. Do not store material, equipment, or demolition debris on the roof and other decks.
K. At all exterior work areas, the Contractor is to provide access to the design team and VAMC staff for observation of construction activities. Prior to the removal of exterior access equipment (swing stages, aerial platforms, etc.), provide the design team with (3) business days’ notice to allow for a site observation trip. If notice is not provided, the Contractor will be required to provide new access equipment for the site observation trip.
L. The Contractor is to secure all VA permits prior to execution of work.
