About this file

This document is a project scope and technical specification for the Cameron Creek SCADA (Supervisory Control and Data Acquisition) system, prepared by Innovative Controls for Provost and Pritchard, dated 3/14/25. The project involves implementing a comprehensive SCADA system across three sites: Lovers Lane, Flow Site, and Rubicon Site. The system will utilize Programmable Logic Controllers (PLCs), Modbus RTU RS485 communication, and a network infrastructure including cellular modems, firewalls, switches, and 900 MHz Ethernet radios to enable remote monitoring and control of gate operations and water flow.

The technical implementation includes solar-powered infrastructure with 12vdc 200-watt solar panels, solar charge controllers, and 12vdc 100ah AGM batteries at each site to ensure continuous operation. Each site has specific input and output configurations: Lovers Lane will monitor gate position, upstream level, and operational modes; the Flow Site will track upstream level and flow meter readings; and the Rubicon Site will manage North and South Rubicon gates. The system is designed to allow operators to set control and alarming setpoints through an Ignition HMI (Human-Machine Interface), with PLC programming that uses PID algorithms to maintain upstream levels and manage gate positions based on water availability and operational parameters.

Attn:

Project: Camerson Creek SCADA system

Date: 3/14/25

Project Scope:

Electrical control schematics will be provided by manufacturer of gates. ICSCADA will interface with these electrical controls through a PLC (Programmable Logic Controller) which will be programmed for the specific task of the site.

Lovers Lane site will act as a master radio to the flow and rubicon sites. A cellular modem gives the connection from TID (Tulare Irrigation District) over WAN. Communications will filter through a firewall and out to a switch allowing communications to all three PLCs.

Lovers Lane

1. Aquasystems 2000 controls are all done by Digital Inputs/Outputs and monitoring of

Analog Inputs.

a. Digital Inputs:

i. Hand Off Auto Switch

ii. Alarm

b. Digital Outputs:

i. Open Gate

ii. Close Gate

c. Analog Inputs

i. Upstream Level

ii. Gate Position

2 | P a g e

1. Analog values are scaled to instruments specs

a. 4ma Minimum

b. 20ma Maximum

2. PLC will be programmed to control the position of the gate to maintain upstream level through PID algorithm.

a. PID setpoints will be administered when water is available.

3. Control Setpoints and Alarming Setpoints will be provided by Operators over Ignition

HMI along with Alarming.

a. Control and Alarming setpoints are tested under the amount of water available at the time of startup, operator dictates these setpoints when Integrator hands over finished product.

Rubicon’s

1. Interfacing with the gates is provided by Modbus RTU RS485. Each gate will have its own Node Address typically in the range of 2-254.

2. PLC will act as the client to the servers (Rubicon’s). PLC will be programmed to control the position of the gate to maintain a relative flow or level through PID algorithm.

a. PID setpoints will be administered when water is available.

3. Communications between PLC and Rubicon’s will be monitored, if Rubicon’s do not report back within a specified amount of time, alarming will be sent to Operators.

4. Based on height of Rubicon’s and relative level/flow to setpoint will dictate which

Rubicon moves first.

5. Control Setpoints and Alarming Setpoints will be provided by Operators over Ignition

HMI along with Alarming.

a. Control and Alarming setpoints are tested under the amount of water available at the time of startup, operator dictates these setpoints when Integrator hands over finished product.

Flow Site

1. Flow and Upstream Level will be provided over Analog Input.

a. Analog values are scaled to instruments specs

i. 4ma Minimum

ii. 20ma Maximum
