About this file
This is a Material Standard specification document issued by Seattle City Light, a municipal utility in Washington State, establishing requirements for Class 2 electrical insulating rubber gloves used by utility workers. The standard specifies that gloves must meet ASTM D 120-08 and ASTM F 496-08 industry standards and are rated for use on systems of 26.4 kV (line-to-line) or less as secondary personal protective equipment. The gloves must be Type I, non-resistant to ozone, 14 inches in length with black exterior coloring and red or yellow interior coloring, with a straight cuff design and halogenation treatment. Seattle City Light has standardized procurement on two approved manufacturers—Salisbury and Chance—with eight size options available (8 through 12 inches) and corresponding stock numbers (012924 through 012932). Each manufacturer offers variants with either red or yellow interior lining. The specification references supporting Material Standards 7634.21 for leather protector gloves and 7634.60 for Class 0 insulating rubber gloves, with the standard effective as of May 13, 2021.
The document establishes rigorous testing and certification requirements, mandating that all gloves be proof tested at 20,000 Vac (rms) with a maximum use voltage rating of 17,000 Vac (rms) and that test data demonstrating compliance be provided upon request. Gloves must be marked and packaged according to ASTM D-120 specifications, and procurement occurs through purchase requisition (PR) issuance. This material standard directly supports Seattle City Light's related contract solicitation to identify a successful bidder for Electric Utility Grade Lineman Gloves and Rubber Goods, which replaces the previous contract with an average annual spend of $45,000, with the city mandating that no substitute manufacturers will be accepted beyond those listed in the approved manufacturers table.
