About this file

This is a material standard specification document from Seattle City Light establishing requirements for canvas bags used to store rubber electrical insulating gloves. The standard applies to two specific stock items: Stock No. 014396 for LOW VOLTAGE Class 0 gloves and Stock No. 760153 for HIGH VOLTAGE Class 2 gloves, as referenced in SCL Material Standards 7634.60 and 7634.62 respectively. The specification document became effective April 25, 2018, and is coordinated by Laura Vanderpool with oversight from Standards Supervisor John Shipek and Unit Director Andrew Strong. The bags must meet precise dimensional requirements of 8 inches by 4 inches by 15 inches and be constructed from #10 canvas duck with specified features including nickel-plated snap fasteners, leather-reinforced quick release attachment for belt mounting, capped rivets, drainage grommets in the bottom, double-stitched seams, and reinforced stress points. Bag weight must be nominally 11 ounces, and the unit of issuance is each (EA).

The approved manufacturers for these standardized bags are Estex, with catalog numbers 2220-R29 for the LOW VOLTAGE bags and 2220-B-SCL for the HIGH VOLTAGE bags. This material standard is directly tied to the City of Seattle's solicitation for Electric Utility Grade Lineman Gloves and Rubber Goods, which specifies that Seattle City Light has standardized on the manufacturers listed in the Material Standards with no substitutes accepted. The solicitation is replacing a previous contract with an average annual spend of $45,000, indicating the significance of this standardized supply requirement for the utility's operations.
