About this file
This is a Material Standard specification document issued by Seattle City Light, a municipal utility in Washington State, establishing requirements for cover-up systems, blankets, and accessories used to create barriers from energized electrical lines and equipment. The standard specifies products approved for use on voltages through 34.5 kV and includes cover-up systems, insulator covers, line hoses, insulating blankets in various sizes and classes, and pin clamps. All specified products are manufactured exclusively by Salisbury by Honeywell, with no substitutes permitted. The standard became effective April 3, 2025, and applies to specific Seattle City Light stock numbers detailed in the document. Products must be packaged to prevent damage during shipping and storage, with cartons marked with manufacturer information, catalog numbers, product descriptions, and SCL stock numbers, while shipping containers must display the SCL purchase order number.
This solicitation document references the Material Standard as the basis for a competitive bidding process to supply Electric Utility Grade Lineman Gloves and Rubber Goods to the City of Seattle. The current contract being replaced (Contract 3750) has an average annual spend of $45,000. As specified in the Material Standards, all products must conform to the standardized manufacturers listed, with no substitute products accepted. The standard requires compliance with applicable ASTM D1048 standards for insulating blankets and specifies products suitable for both low-voltage and high-voltage applications, including Class 0 through Class 4 rated items. The document was coordinated by Laura Vanderpool under Standards Engineering Supervisor Brett Hanson and Division Director Bob Risch.
