AMENDMENT #2

75N93024R00002

“INTERVENTIONAL AGENTS CHEMISTRY SERVICES”

AMENDMENT No. 2

Amendment Number: Two (2)

Amendment Issue Date: February 23, 2024

Proposal Due Date: May 1, 2024, 3:00PM EST (UNCHANGED)

Issued By:

Miranda Adams Contracting Officer Office of Acquisitions, DEA National Institute of Allergy and Infectious Diseases National Institutes of Health 5601 Fishers Lane

MSC 9821

Point of Contact:

Offerors must acknowledge receipt of the final posting of Amendment #2, on each copy of the proposal submitted. Failure to receive your acknowledgment of this Amendment may result in the rejection of your proposal.

The hour and date specified for receipt of proposals HAS NOT been extended.

PURPOSE OF SOLICITATION AMENDMENT:

The purpose of this amendment is to address questions regarding 75N93024R00002 and to update the NIH small business goal percentages.

Question 1: In regard to the evaluation of the proposal, will we be evaluated on the quality of our imaginary small molecule proposal, even though our business proposal will be for nonGMP and cGMP Pepitde and Oligonucleotide Chemistry?

Answer 1: Each Task Area proposal will be peer reviewed according to the Evaluation Factors in Section M.5 – Technical Evaluation Factors. Criteria 1, 2 and 4 explicitly indicate that evaluation of those criteria will consider “tasks outlined in the Statement of Work and the overall objectives of the solicitation”. The Statement of Work is Attachment 3 of the RFP. This ought not be mailto:miranda.adams@nih.gov.

AMENDMENT #2

confused with the Statements of Work in each example RTOP which apply only to the response to the sample RTOP.

Each Task Area proposal should demonstrate the Offeror’s capability to delivery all requirements in the Statement of Work for the corresponding Task Area proposed and include all required elements for a complete response. The Offeror’s response to the example RTOP is one component of a complete Task Area proposal and not the entirety of the Task Area proposal. The business proposal will not be evaluated by peer review.

Question 2: In Attachment 2, it states, "For the purposes of this contract an Interventional Agent is a chemical or biological agent...". Elsewhere, it says, "The scope of this solicitation does not include biological studies of any kind, except as they may pertain to production or qualification of product materials delivered under this contract." Does this RFP seek responses from service providers that supply biological services as they may relate to small molecules/chemicals developed as therapies, if those companies do not also provide chemistry services? For instance, perhaps an anti-idiotype antibody against a small molecule to enable detection of said small molecule in an assay.

Answer 2: The term “Interventional Agent” is a broad term which includes biological agents.

“Interventional Agents Chemistry Services” is the collective name of the services to be provided by contractors awarded under this RFP. It will provide chemistry services as they relate to Interventional Agents and thus provides only a subset of all possible services to support Interventional Agents products. The scope of each IACS Task Area is defined in the Statement of Work – Attachment 3 of the RFP.
