The above numbered Request For Proposal (RFP) is amended as set forth below. The hour and date specified for receipt of offers remains unchanged: 03/04/2024 at 3:00 PM Eastern prevailing time.
Offerors MUST submit all required documentation and upload proposals via the eCPS website as outlined in Attachment 1 “Packaging and Deliver of Proposals for Use with the NIH electronic Contract Proposal Submission (eCPS) Website”. Proposals submitted outside of eCPS will not be considered. eCPS has a place for 1 Technical, 1 Business, and Business Excel(s) per proposal being submitted. Alternate proposals are available to be used for more than one Pool.
Offerors MUST acknowledge receipt of all amendments prior to the hour and the date specified in the solicitation or as amended, by separate letter, telegram, or email which includes a reference to the RFP and Amendment numbers.

Question 1: We seek further clarification on Question 6 [from the previous amendment, #4]:
We understand that there are separate Technical Proposals for the IDIQ and each proposed Pool that a vendor will be bidding on. We also understand that there are separate Business Proposals for the Kick-Off and each Pool being bid. The answer provided speaks to this, but doesn’t address the question posed. When going into eCPS and this requirement for submission, it states that “only a single Technical, Business, and PHS Human Subjects and Clinical Trials PDF file can be submitted. Multiple Business excel files may be submitted.” How do we as vendors resolve this issue of submitting multiple Technical and Business Proposals as outlined in the government's answer if we are only allowed to submit 1 Technical and 1 Business Proposal (see image below)? I believe the question 6 was referring to this particular concern. As part of the submission, are we to merge all of the individual Technical Proposals (IDIQ Proposal, Pool Proposals) into 1 larger Technical Proposal (with each individual proposal clearly marked), and the same for the Business Proposals? Or will the portal allow us to upload multiple Technical and Business Proposals?

Answer 1: Each Offeror will have the up to 50-pg Base IDIQ, in each proposal they submit, plus the one up to 25-pg Pool specific for each Proposal/Alternate Proposal - all For Technical.
Repeat the Base IDIQ Technical along with the relevant Pool, specific for each Pool/Pools the offeror chooses to propose on. All of the offeror’s Technical Proposal shall be combined into 1 PDF document, with the cover page, table of contents, and the Attachments/Addendum/ Appendices (Resumes/ CVs) clearly identified as such. In addition, offerors may use a standard naming convention, such as “ABC Corp IDIQ Base GCC Technical” and “ABC Corp for Pool 1 (or ‘DNA’ name)” as combined Technical PDF on the top of the cover page (i.e., the first thing the Government will see). The business proposal name can be a naming convention such as “ABC Corp GCC Business Pool 1.” eCPS allows for one Excel file with multiple tabs/sheets, OR multiple Excel files to be uploaded under the Business Excel tab.
Please also reference Attachment 14, which states, “Offerors shall submit one proposal to the Base IDIQ contract SOW. Offerors shall submit proposals to one OR more Sample Task Order Statements of Work. Separate proposals shall be prepared for the different Sample Task Order Pool SOWs.” Please follow the Additional Technical Proposal Instructions in Attachment 14.
The Offeror must adhere to a 50-page limit for Base IDIQ SOW and a 25-page limit per characterization pool task order SOW proposed on.
Please Note: The above clarification pertains to the way proposals should be submitted in eCPS, but if an offeror has already submitted a proposal via eCPS following all instructions in the RFP, all Attachments, and Amendments 1-4, they are not required to re-submit in accordance with the clarification in Amendment 5. However, offerors can make updates/ changes to already submitted proposals up to the closing date/time of this solicitation.
