The above numbered Request For Proposal (RFP) is amended as set forth below. The hour and date specified for receipt of offers is extended: 03/04/2024 at 3:00 PM Eastern prevailing time.

Offerors MUST submit all required documentation and upload proposals via the eCPS website as outlined in Attachment 1 “Packaging and Deliver of Proposals for Use with the NIH electronic Contract Proposal Submission (eCPS) Website”. Proposals submitted outside of eCPS will not be considered.

Offerors MUST acknowledge receipt of all amendments prior to the hour and the date specified in the solicitation or as amended, by separate letter, telegram, or email which includes a reference to the RFP and Amendment numbers.

This Amendment provides responses to questions received under RFP 75N91024R00001:

Question 1: Please confirm that the Subcontractor Letter of Commitment; Additional Personnel Letters of Commitment; and other forms required by the RFP can be provided as appendices and are excluded from Page Count.

Answer 1: Documents referenced in Question 1 may be put under appendices and attachments, and these documents are excluded from the page count in accordance with RFP 12.4.2.

Question 2: Will the Government please provide the following instructions for the submission of Past Performance references: 1) number of past performance references to be submitted; 2) whether past performance references must be from Prime only or can come from team members; 3) any page limitations for the past performance section; 4) any required data for each past performance reference.

Answer 2: In accordance with RFP 12.4 and RFP 13.6 and RFP attachments: Past Performance information to be submitted with the proposal is at the discretion of the vendor/ offeror/ company to provide sufficient information for review, no page limitations were given for the past performance section. No required data is specified for the past performance reference.

Question 3: If past performance is not part of the Technical Proposal evaluation, should it be an appendix to the IDIQ Technical Proposal, excluded from the page limit?

Answer 3: According to RFP 12.4 Past performance documents are excluded from the page limit. The offeror is encouraged to provide relevant demonstrated experience with sufficient detail to show recency, scope, size, and technical experience. The Past Performance submitted information is part of the overall Proposal, however it is excluded from page limits, as it is considered an attachment.

Question 4: Will the Government clarify if the page limitation for each resume/curriculum vitae is 2 or 3 pages?

Answer 4: Per Attachment 14: The page limit for the resume/curricula vitae is 2 pages.

Resumes are excluded from the page limits. “The page limit excludes the cover sheet, resumes, and all appendices or attachments.”

Question 5: Attachment 1 eCPS Section B.2., b. references "The Human Subject and Clinical Trial Information Form, if required by the solicitation." This form was not provided with the solicitation. Please confirm it is not required.

Answer 5: In accordance with Attachment 1 and RFP 8.4, Human Subjects of the RFP research involving human subjects shall not be conducted under this contract, thus the form in question is not required.

Question 6: Will the Government please confirm that an offeror responding to more than one Pool should merge their technical and business proposals for all pools to which it is responding into a single Technical Proposal and single Business Proposal file, and submit the Excel files for each pool separately? For example, for the Technical Proposal file, an offeror submitting to the IDIQ and all four pools should combine its 50 page IDIQ proposal with appendices/attachments followed by the 25 page Sample Task Order proposals for all four pools into a single file, such that the file may be in excess of 150 pages including Appendices such as resumes and required forms?

Answer 6: According to Attachment 14 separate business and technical proposals are required for the IDIQ and each pool: “Offerors shall submit one proposal to the Base IDIQ contract SOW.

Offerors shall submit proposals to one OR more Sample Task Order Statements of Work.

Separate proposals shall be prepared for the different Sample Task Order Pool SOWs.” Please follow the additional technical proposal instructions in Attachment 14. The Offeror must adhere to a 50-page limit for Base IDIQ SOW and a 25-page limit per characterization pool task order SOW proposed.

Question 7: If Offerors are to merge their technical and business proposals for all pools to which it is responding into a single Technical Proposal and single Business Proposal file, and submit the Excel files for each pool separately, the file may exceed 150 pages. Given that, is there a file size limitation for the uploading of documents to the eCPS website?

Answer 7: Please see the answer to Question 6 above.

Question 8: Is it permissible for Offerors to refer from the Pool proposals back to the IDIQ proposal for information provided there (for example, in the Team/Personnel section for a Pool proposal, can an offeror simply reference the relevant key personnel and resumes provided within the IDIQ proposal), so long as the Pool proposals do not make reference to one another?

Answer 8: Yes, the separate Sample Pool SOWs may reference back to the Base IDIQ with identifying information to referenced location. Please see the answer to Question 6 above.

Question 9: Will the Government please clarify that the Excel Workbook is a separate file and should NOT be included within the PDF Business Proposal document.

Answer 9: Please follow the Attachment 1 instructions for how to create and name files for the submission of the proposal. Specifically reference #3 Create your Business Document Excel sheet which should be “…in its original Excel format, not PDF.”

Question 10: Is the one-half hour for questions and answer period considered inclusive or exclusive of the 2-hour webinar with NCI Staff?

Answer 10: In accordance with Attachments 9 and 10 the Contract Orientation Kick-off Meeting will be not more than two hours, thus the question and answer period is inclusive of that 2 hour duration.

Question 11: Will the Government please clarify if the two-hour preparation time for the Contract Orientation Kickoff includes or excludes the actual two-hour the total time for the Contract Orientation Kickoff Meeting?

Answer 11: Attachment 10 details allowable considerations for the budget submission for the Contract Orientation Kick-Off Meeting. Thus the offeror is to include the applicable preparation costs outlined in Attachment 10.

Question 12: Considering that the four pool SOW task orders are submitted as separate submissions, will the Government confirm that the Contract Orientation Kickoff Meeting task order should also be a separate document. Will the Government also indicate where the Contract Orientation Kickoff Meeting SOW task order should be placed and how it should be submitted (within the proposal, as a standalone document, etc.)?

Answer 12: In accordance with RFP Section 12.1, To be considered for any IDIQ contract award: 1. PLEASE PROVIDE A RESPONSE TO THE STATEMENT OF WORK FOR THE CONTRACT ORIENTATION AND KICK-OFF MEETING (Shown as Attachment 9 – Statement of Work for Contract Orientation and Kick-off meeting).

Question 13: There are two different sets of representations and certifications. Section 11 of the RFP document contains 20 pages of Representations and Certification. However, Attachment 4 contains only 7 pages of Representations and Certifications. Will the Government specify Representations and Certifications documents must complete?

Answer 13: Please refer to instructions in Section 11 of the RFP for REPRESENTATIONS, CERTIFICATIONS, AND OTHER STATEMENTS OF BIDDERS and instructions in Attachment 4.

Question 14: It appears that the requirements for Section 12.1 is missing in the RFP as the numbering sequence shifts from Section 12 (ROTC Access and Federal Military Recruiting on Campus) to Section 13 (Certifications Regarding Tax Matters, FAR 582-209-12), then to Section

12.2 Funding. Are there requirements for Section 12.1?

Answer 14: The requirements for Section 12.1 are stated in section 12.1, General Instructions on pg 68, then a duplicate number 12. “ROTC Access and Federal Military Recruiting on Campus” can be found on pg 74, however the information is correct and included, even though the numbering is off.

Question 15: It appears that requirements for Section 6 are missing in the RFP as the numbering sequence shifts from Section 5.4.a-d.xi to Section 6 e on Page 87. Are there additional requirements for Sections 6 a-d?

Answer 15: On Pg 87 the clause alpha numeric characters are incorrectly numbered, however all information included in the clause is complete. Please reference HHSAR 352.219-70 for correct alpha numeric characters.

Question 16: Please confirm that the Proposal Summary and Data Record should be provided as an Appendix to the Business Proposal.

Answer 16: Please refer to Section 12.4.1. for the order placement of the attachment document in question.

Question 17: Under Technical proposal instructions, Section 12.4.1c states 'Government Notice for Handling Proposals' is required under the Cover letter. Can you please specify what is required for this? Is there a separate Attachment?

Answer 17: Please provide a statement on how proposals should be handled by the government. That statement could be like the following example:

This proposal shall be used and disclosed for evaluation purposes only, and a copy of this Government notice shall be applied to any reproduction or abstract thereof. Any authorized restrictive notices which the submitter places on this proposal shall also be strictly complied with. Disclosure of this proposal outside the Government for evaluation purposes shall be made only to the extent authorized by, and in accordance with the appropriate HHSAR provisions.

Question 18: If Attachment 22 is not applicable or unknown at the time of submission since personnel may not know if they will have access to non-public information, is it okay to omit or do you still require a blank attachment to be included?

Answer 18: Attachment 22 is listed as an informational attachment and would not apply till after a contract award is made, please do not submit a blank document of this form with your proposal.
