About this file
This is a Pre-Proposal Inquiries document containing questions and answers (Q&A) issued as Amendment A00003 under Solicitation 75H701-26-R-00029 for the Indian Health Service Division of Engineering Service.
The project involves LED lighting replacement at Pine Ridge Indian Hospital in South Dakota (Project No. GP24PR800H07). Key fixture types to be replaced include recessed linear fixtures (L24, L25, L26), recessed wall lights (L8), exam lights (L7), and various other LED fixtures, with quantities and specifications identified in Appendices A through E and the Price Breakdown (J04). No exit signs will be replaced. Battery backup fixtures are required for Life Safety Circuit lighting using N-Light system with Red Relay packs, and contractors may submit retrofit fixtures that reuse existing pans for recessed lights or hard-lid installations. The contractor must provide HEPA equipment for sensitive areas such as the Emergency Department, with work coordination required through ICRA/PCRA permits. All low-voltage CAT-5e cables must be plenum-rated, and relay packs are required per control zone following manufacturer recommendations. The facility was built in 1995 with no known asbestos or lead paint issues; primary ceiling types are ACT and 5/8 GWB on metal studs. General work hours are 8 a.m. to 5 p.m., though nights and weekends are permitted for patient-care areas. The contractor is responsible for material storage coordination with the Facility Manager, HEPA equipment provision, and replacement of up to 10 ceiling tiles if damaged during fixture removal. Buy American requirements apply per clauses 52.225-9 and 52.225-10, and metallic cable (MC) is not acceptable for power circuits; EMT must be used instead.

Amendment A00002 dated 07/14/2026
1. RFP
Could you please advise whether there is a fixture schedule or bill of materials that identifies the types of light fixtures and approximate quantities required for the project?
COR
Please see Attachments J01a (Appendix A) through J01e (Appendix E) and J04 (Price Breakdown) that were issued with the solicitation for the requested information.
Amendment A00003 dated 07/21/2026
2. APP A Exit signs aren’t shown on fixture schedule or throughout the prints provided. Please confirm we will not be replacing Exit signs. COR
No exit signs will be replaced as part of this project. If there are exit signs on the drawings, neglect them. See revised drawing set.
3. APP A
The fixture schedule shows no battery backup fixtures. Shaded and half-shaded fixtures on the drawings are assumed to be for reference only, currently circuited on generator backup.
COR
Shading on the drawing is reference and indicates which lights are on the Life Safety Circuit electrical branch that is powered by the generator in the case of a power outage. It is required that these fixtures come to 100% power in the event of a power outage on battery backup. The N-Light system has this capability with Red Relay packs. There are rooms where battery backup is required. The updated drawing set and schedule reflect those changes with fixture tag L34A.
4. APP A, EL-
G402, G403, G404 are missing fixture type call out.
• Assumed type Z- please confirm COR Fixture replacement in G402,403, 404 removed from project.
Drawings updated to reflect this change.
5. EL-402 G306 missing fixture call out.
• None assumed COR Drawing and fixture schedule updated to include this fixture type.
6. EL-402 Appears to be exit signs depicted near G103? COR Removed from project. No exit signs are to be a part of this project. Drawing updated to reflect.
7. EL-405 • D437 missing fixture call out on a can light.
• E261 and E264 missing fixture call out on can lights COR Fixture tags placed in updated drawings and reflected in schedule.

13. APP_A
The LED Lighting Replacement plans are labeled differently than the Light Fixture specs. Please clarify which fixture types correspond with each other.
The government is not specifying which fixtures go where.
The schedule given indicates the general type of light fixture and number of each. It is up to the contractor to match the lumen output and color of each light fixture type with what is currently installed. The Light fixture specs given are a BOD as that is the brand currently installed in parts of the facility.
14. APP A
There are several rooms throughout building that do not show fixtures being replaced, but are shaded on lighting control prints. Please confirm it is the intent for these rooms to have lighting control added and existing fixtures are to remain.
• Ex. E271, E305, E306 E307
COR
See updated controls plan. It is the intent to have controls added to all shaded areas as listed in Appendix A even if the lights in those areas are not to be replaced.
15. APP A
Fixture Types "D" and "G" (R1 in Appendix A) The Basis of Design fixture specified is a new construction product and is not designed for retrofit applications. Is the Government's intent for the contractor to remove the existing housings/cans and perform the associated ceiling and drywall work required to install new construction fixtures? Or is the Government willing to specify or approve a comparable retrofit fixture designed for installation into the existing housings?
COR
If a comparable retrofit fixture can be found for fixture types that leave the pan, it would be acceptable, especially for recessed lights or lights in hard lids. If the contractor wants to submit suggested retrofits, they would be reviewed and handled during the post award submittal phase. Same comment for can lights, if a retrofit exists that leaves the shell but replaces everything else, this would be considered.
For wall mounted or exposed lights, the entire fixture should be replaced.
16. APP A
Fixture Types "L24," "L25," and "L26" Is the Government's intent to replace these with entirely new fixtures? In many cases, today's LED fixtures are not the same physical dimensions as the existing luminaires, which can result in visible ceiling gaps and additional finish work.
COR
For these recessed type lights, retrofits will be considered that can re-use the pans themselves. All LED lighting retrofits should not use the existing ballasts of the fluorescent lights.
17.
Fixture Type "N" Could the Government please provide a photograph or additional detail of the "Louvered Wall Slot" fixture? We'd like to confirm exactly what existing conditions are being referenced before selecting an appropriate replacement.
COR
Light fixture N is a wall mounted linear downlight fixture.
The symbol in APP A has been updated to better reflect its appearance.

18. Are HEPA carts available from the facility, or must the contractor provide all HEPA equipment? COR The contractor is to provide HEPA equipment for construction in sensitive areas such as ED.
19. Are there required infection-control work hours or department blackout periods? COR
There is not specified blackout periods but work in each department of the hospital will have to be coordinated ahead of time to allow continued patient care. ICRA/PCRA permits will have to be filled out and signed for each zone of the facility which will help coordinate possible shutdowns of departments or revised work hours. These requirements are generally for critical care patient areas such as ED, surgery, and inpatient which have the highest risks.
20. Are existing switch legs/conduits reusable? COR Conduit can be re-used. If the lighting zone requires that NLight be implemented with a NLight enabled switch, then a cat 5e cable must be run instead of re-using the switch leg.
21. Are new CAT-5e cables required to be plenum-rated? COR All low voltage cables must be plenum rated.
22. Are relay packs required per room, per circuit, per fixture type, or per control zone? COR
Relay packs are required for control zones. Contractor should follow manufacturers recommendation on number of lights that can be wired into each relay pack.
23. APP A How many emergency/life-safety circuits exist, and where are they clearly identified? COR
Appendix A indicates which lights are currently on the life-safety circuits. There are no red line drawings that indicate the number of life safety circuits that exist.
24. Are controls required to interface with the existing BAS/Metasys, or is nLight standalone? COR
The nlight controls will be standalone and local to each light zone. A network lighting system will not be installed as part of this project. Wired nlight devices to control locally each lighting zone throughout the hospital is required.
25. What ceiling types are in each area: ACT, hard lid, cleanroom, plaster, security ceiling? COR
Appendix A contains reflected ceiling plans that indicate which areas have ACT and which areas have “hard lid” e.g.
5/8 GWB on metal studs. These are the primary ceiling types throughout the facility.

26. Where can material be stored? The RFP says storage must be coordinated with the Facility Manager and kept dry/enclosed. COR
The facility has limited storage in the hospital but has storage buildings and containers a couple blocks from the hospital that can be used. The details and available space will be discussed during the post award pre-construction meeting.
The contractor is responsible for shipping, unloading, and moving all materials for construction.
27. Are work hours strictly 8–5, or will nights/weekends be allowed for patient-care areas? COR Night/weekends will be allowed for patient-care areas but in general 8-5 will be the allowed working hours.
28. Are escorts required in any areas? COR
Work for each wing of the hospital will have to be coordinated with each department for possible patient care pauses. Paperwork to plan this construction will be done in phases. Escorts will be needed for patient records and IT rooms. More specific details will be discussed during the post award pre-construction meeting.
29. Are there known asbestos, lead paint, or hazardous ceiling conditions? COR No. This facility was built in 1995 and does not have any known asbestos, lead paint or hazardous conditions in the ceiling.
30. Are ceiling tile replacements included if tiles break during fixture removal? COR
The contractor is to replace tiles if they are broken during light fixture removal. The facility will supply the contractor with appropriate ceiling tiles for each area of the hospital up to 10 tiles. After 10 tiles, the contractor is responsible for procurement.
31. Are any areas recently remodeled that no longer match the drawings? COR The drawings in Appendix A are accurate to remodels and should generally reflect the floorplan layouts and ceiling types.
32. Are atrium fixtures included in the nLight control network? COR
The atrium lights will be on the nlight wired system. The nlight system does not have to be a network but just local control for each zone. The atrium lights will be controlled by daylight sensors.

32.
What kind of raceway is currently being used for power?
• In wall- MC/ EMT?
• Above ceiling- MC/ EMT?
COR
A majority of existing power should be EMT above ceiling and in wall. If MC cable is installed it’s usually a small renovation. If new power has to be ran for any reason and there isn’t enough room in existing conduit, EMT should be installed.
33. Is MC acceptable for use for normal power circuits per NEC? COR MC will not be acceptable for this project
34. Are there any Buy American, BA, BABA, or any other specific trade agreement requirements on this project? CO
The clause 52.225-9 Buy American-Construction Materials (Section I) and provision 52.225-10 Notice of Buy American Requirement-Construction Materials (Section L) are in the solicitation.
35.
L7 Need more design criteria for these.
• Articulating boom exam light fixture provided by others?
• Kirlin type “can” with aimable exam LED?
• Something else?
COR
L7 lights are recessed square lights in the ceiling above.
They are not articulating boom exam lights. The intent of this fixture is to point statically down directly on the patient bed.
This fixture needs to be on its own dimmable switch.
