About this file
This is Amendment A0001 to Request for Proposals (RFP) 75H70126R00028 issued by the Indian Health Service (IHS) - DES Seattle for a Crownpoint Medical Gas Upgrade project. The amendment, effective June 29, 2026, extends the RFP due date and time from July 2, 2026, 1:00 PM Pacific Time to July 16, 2026, 1:00 PM Pacific Time. The amendment provides additional documentation including a site visit sign-in sheet, a complete Questions and Answers (Q&As) sheet with 48 technical and administrative questions and responses, and six attachments: Crownpoint Med Gas Renovation Addendum #1, 9024T IHS Crownpoint Med Gas Project Specifications, and four As-Built drawings (P-1, P-3, P-5, and P-7). The contracting officer is Jong Kim. Offerors must acknowledge receipt of this amendment prior to the extended deadline through one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
The Q&As address substantive project requirements including site logistics (staging area north of building, M-F 8-5pm work hours), coordination procedures with facility management, ICRA permit requirements (approximately 13 separate permits required), asbestos confirmation (none onsite), fencing and concrete expansion requirements around bulk liquid oxygen tank, equipment specifications (MAC-1 and MVP-1 manufacturers suggested with RFI process for alternates), 6% Navajo Nation tax applicability, and third-party inspection and testing requirements. Administrative questions clarify that Native Owned business documentation options include charter of incorporation or articles of organization, that the QC manager can assume safety supervisor duties but not superintendent duties, and that the Government will not accept further questions or inquiries concerning the RFP following this amendment.
