GIMC Fire Alarm Upgrade – Construction
Item No. COMMENTS IHS Approved Response
1. Can you please clarify if Notifier by Honeywell is acceptable. The following listed below are the manufacturers you approved for the project. The spec reads as if Honeywell direct is the basis of design, not Notifier by Honeywell.
Siemens Edwards Honeywell
See RFP Section C SOW, item 3. WORK COVERED BY CONTRACT DOCUMENTS: “Note: No brand names are required per the specification, drawings, or elsewhere throughout the requirement. Equivalent products meeting the quality and characteristics required will be accepted.”
2. Per specifications it state that FACP system needs to have the ability to be networked to, and interface with existing Siemens system. (see snippet below)
However, in the SOW it Notes: No brand names are required per the specification, drawings, or elsewhere throughout the requirement. Equivalent products meeting the quality and characteristics required will be accepted. (see snippet below)
Please clarify if this a a total complete upgrade of the system including the existing Siemens system which would open this up to all brand names meeting the characteristics and requirements, or is it required to network and interface with existing Siemens System?
We are open to all systems, but we need it to be able to communicate with the existing siemens system. The existing East Annex fire alarm control panel, initiating devices and annunciation devices shall remain and communicate with the new fire alarm system. The existing Edwards EST4 fire alarm system within the Tohatchi Health Center roughly (40) miles from the GIMC main campus shall also communicate with the Siemens Cerberus PRO Modular Fire Control Panel at the main campus. The Edwards EST4 system shall transit the CMS (point list) to the central station.
Also, reconfirming RFP Section C SOW, item 3. WORK COVERED BY CONTRACT DOCUMENTS: “Note: No brand names are required per the specification, drawings, or elsewhere throughout the requirement. Equivalent products meeting the quality and characteristics required will be accepted.”

3. Will all work need to be performed after hours? See RFP H.1. WORK HOURS. After-hour work may needed for certain areas. Currently, OR area will be the only area that shall require after-hour work. The service unit is flexible with having contractor work after hours. Coordination is required.
4. Site Plan- Electrical Per Sheet E101, the contract documents indicate the installation of new fiber lines, new raceways, and innerduct to connect each building to the main building’s Fire Alarm Control Panel (FACP).
During the site visit, the IT Manager advised that the existing fiber and associated pathways were recently installed and currently have sufficient capacity to accommodate additional lines.
Please confirm the intended scope:
1. Should the contractor proceed with installing new fiber, raceways, and innerduct as shown on E101, or will this portion of the site-work scope be removed given available pathway capacity?
2. If the site-work fiber scope is removed, will an independent, standalone fire alarm system be acceptable for each building?
Please provide direction so that we may accurately coordinate the design intent, pricing, and installation requirements.
1. Proceed with the installation of new fiber, raceways and innerduct as shown on E101.
2. See immediately preceding response re installation of new fiber, raceways and innerduct as shown on E101.
5. Level 0 – Level 4 Fire Alarm Demolition Demolition Plans general note A state that the new fire alarm system is to be fully installed, operational, tested, and approved by the local Fire Marshal and AHJ prior to demolition of the existing system.
Please clarify the following:
Will the new FACP units, notification devices (strobes and horns), and manual pull stations be installed in locations different from the existing devices, or should the contractor assume that device locations will remain generally consistent with the current layout?
Confirmation is needed to ensure accurate installation planning, coordination with other trades, and to prevent rework during system transition.
Contractor shall assume that the new devices will remain generally consistent with the current layout.

6. Pathway Requirements Please provide clarification on the required pathway methods for low-voltage cabling:
1. In-wall locations:
Should the contractor install EMT conduit for all in-wall cable pathways, or is plenum-rated cabling without conduit acceptable per project requirements and code compliance?
2. Above-ceiling locations:
Should EMT conduit be provided for all above-ceiling routing, or is plenum-rated cabling supported by J-hooks acceptable?
1. All new fire alarm system cabling shall be installed in conduit.
2. See immediately preceding response re new fire alarm system cabling shall be installed in conduit.
7. Existing Siemens Panels The RFP Document states “Note: No brand names are required per the specification, drawings, or elsewhere throughout the requirement. Equivalent products meeting the quality and characteristics required will be accepted.”
Please clarify the following:
1. Does the new fire alarm system need to be capable of networking with the existing Siemens panel?
We are open to all systems, but we need it to be able to communicate with the existing siemens system. The existing East Annex fire alarm control panel, initiating devices and annunciation devices shall remain and communicate with the new fire alarm system. The existing Edwards EST4 fire alarm system within the Tohatchi Health Center roughly (40) miles from the GIMC main campus shall also communicate with the Siemens Cerberus PRO Modular Fire Control Panel at the main campus. 11 The ‘General Overview of Sequence of Construction’ on the Final CD plans references installing a Siemens panel (Note: A) and revising programing to communicate CMS data with Est-4 panel in TOHATCHI Health Clinic (note: K)
• Where is the TOHATCHI health clinic located on the site plans?
• In document ‘Division 28 Electronic Safety and Security_4, section D & C calls for the new FACP to be networked/ interfaced with existing Siemens Panel. The documents state that all existing fire systems should be decommissioned after the new system is successfully accepted by AHJ, please clarify as these contradicts each other.
• Section C (FACP networked to Management Station) – Please confirm that the system is to have the ability to be networked to a PC based management Station, ability to be integrated with BMS and Security but NOT include a PC based management station with integration of BMS and security system in this quote.
1. Tohatchi is roughly 25 miles north of Gallup.
2. New fire alarm system shall be complete with a new
Siemens Cerberus Pro Modular Fire Alarm Control Panel or approved equal manufacturer, and management station complete with server monitor, keyboard and printer in the existing boiler control room. System shall be integrated to the BMS and Security Access Control Systems.
12 Document: Gallup Indian Medical Center (GIMC) Fire Alarm Upgrade – Construction, Final CD shows multiple FACPs installed in building 2000. (Please confirm if this is accurate.)
• page E141.0 shows 3 locations for installation of an FACP
• page E141.1 shows 1 location for installation of an FACP
• page E141.3 shows 1 location for installation of an FACP
• page E141.5 shows 1 location for installation of an FACP
• Page E141.4 shows 0 locations for installation of an FACP
The single FACP shall be located within the existing Building 2000 boiler control room. The remaining panes indicated are Cerberus PRO Modular networked panels.
13 Per Final Construction Documents 12/6/2024 GIMC CAMPUS FIRE ALARM SYSTEM contractor to provide; Furnish 10% extra materials that match products installed and that are packaged with protective covering for storage and identified with labels describing contents. 15 Drawing E101, keynote 3 shows a concrete encased feeding going across college drive.
• Is there a current traffic plan in place to re-route the large amount of traffic that uses this road daily or will this be the contractors responsibility?
• How many days will the contractor be allowed to have this area shut down and will it need to be re-opened during non-construction hours?
• Is a concrete encased conduit required for this portion or could we directional bore the conduit under the road instead? This would help reduce the delay of traffic for emergency vehicles, patients and people who reside in the area. Especially with the current construction and road closure at Nizhoni Blvd and 2nd street, this could pose potential delays that could have impacts on emergency vehicles getting to the hospital.
• Will Government Circle still be used during this constuction period as well? If so, will we need a traffic plan for employees or patients using this road?
Directional boring under the roadways would be acceptable. If trenching is provided contractor to provide traffic control and steel plate trenching when work is not in progress to open roadway to traffic.
16 Is the 180 day period of performance listed in F.2 of the RFP a mandatory requirement? This project will absolutely take longer than 180 days to complete in its entirety, including removal of the old system, conduit, wiring, patch, paint, etc.
Yes. Note: consideration of long lead items will be discussed at the pre-construction conference and if needed, we will allow administrative time prior to issuance of NTP to accommodate within Period of Performance.
17 Will the site provide the awarded contractor with a secure location to store materials and equipment or is the awarded contractor to provide their own storage container.
Awardee must provide their own secured storage container on site.
Location to be determined by GIMC Facilities. See also RFP H.32.
OPERATIONS AND STORAGE AREAS.
18 Is it a requirement of the project that the existing fire alarm system remain fully operational until after the new system has been fully installed, tested, inspected and approved by the State Fire Marshall and
AHJ?
Yes.
19 Is it a requirement to remove existing conduit and wiring from old system, or just devices and panels? All existing accessible fire alarm system conduit, boxes and cabling shall be removed and disposed of properly off site.
20 Is it a requirement to patch and match paint for removed devices from the old fire alarm system? Yes.
21 Is GIMC able to provide us with drawings showing existing fiber pathway as discussed during site walk on November 18th.
For Informational Purposes Only, see attachment provided: GIMC - Fiber Copper Cable Reroutes (2025).
22 Is GIMC able to confirm that there is an existing pathway with available space to pull new fiber to all the GIMC buildings that need to be networked together for this project?

The East Annex is the single-story addition to building 2000, on the eastern side of the main hospital. See RFP Amendment A0005, updated attachment G101r1 SITE PLAN.
43 RFI #12 Response states that the Edwards EST4 Fire Alarm System Shall Communicate with the Siemens Cerberus Pro Modular Fire Control Panel at the main campus. The two different manufacturers Siemens and Edwards are not able to communicate signals to each other.
44 Although the spec lists EST and Honeywell the drawings themselves are very specific to the Siemens solution. Due to the specificity of the drawings, I would hate to move forward with building the full proposal without a notice from the end user that they are okay with the Notifier system.
See above Item 7 response.
45 Can you confirm that GIMC has all dedicated primary power 120V circuits for the new proposed fire alarm system, as we are upgrading the older system to a new system. (fire alarm control panels, power-supply units, will need to have their own dedicated 120V power). NFPA 72, Sec. 10.6.5.1
a. Should GIMC not have the information to share for our electrical contractors to finalize their bid numbers, can we request allowed additional extended time to retrieve the Dedicated Primary Power information?
Provide dedicated life safety branch circuits from existing life safety branch circuit panelboards if the existing fire alarm system panels are not sourced from the life safety branch.
46 Can you confirm that GIMC has clear Underground Pathway, for the new Fiber Optic Cable crossing between College Drive? To connect Buildings 2018, 2016 & 3003 (which will connect back to the rest of the buildings off Nizhoni Blvd, and no need to dig or trench & repair pathway(s) for the additional new fire alarm fiber optic cable).
There is an existing 4" conduit pathway that will allow the contractor to connect buildings without digging or trenching. For Informational Purposes Only, see attachment provided: GIMC – Fiber Copper Cable Reroutes (2025).

NFPA 72.
48 Can you confirm that GIMC has clear Underground Pathway, for the new Fiber Optic Cable crossing between College Drive? To connect Buildings 2018, 2016 & 3003 (which will connect back to the rest of the buildings off Nizhoni Blvd, and no need to dig or trench & repair pathway(s) for the additional new fire alarm fiber optic cable).
• Will there be a laydown yard or designated storage area for this project.?
• There is a new portion of the hospital that was just updated on the east part of the building 2000. Will there be able to tie into that existing fire alarm system to the new system you are installing or replacing entirely? It currently doesn't show that it is a part of the current scope of work.
Provide new underground conduits and fiber optic cable as noted on Sheet E101 providing trenching, backfilling and patching surfaces to match existing.
Refer to the RFP scope of work within the East Annex.
