About this file
This is a Standard Form 1442 (Solicitation, Offer, and Award) for the Gallup Indian Medical Center (GIMC) Fire Alarm Upgrade project. The Indian Health Service (IHS) is seeking a 100% Indian Small Business Economic Enterprise (ISBEE) contractor to upgrade the fire alarm system, with a project magnitude between $1,000,000 and $5,000,000. The solicitation is for a comprehensive fire alarm system replacement, including new conduits, cabling, devices, and integration with existing systems, specifically the East Annex and Tohatchi Health Center fire alarm panels.
Key details include a proposal due date of December 29, 2025, at 2:00 PM PST, a 10-day performance start after award, and a total project completion time of 180 calendar days. The project requires replacing most fire alarm system components across multiple buildings, with specific exceptions for the East Annex. Contractors must provide performance and payment bonds, and the solicitation includes numerous Federal Acquisition Regulation (FAR) and Health and Human Services (HHS) deviations affecting various contract clauses. The project will be procured under NAICS code 236220 with a $45 million size standard.

GIMC Fire Alarm Upgrade – Construction
Item No. COMMENTS IHS Approved Response
1. Spec vs Demo Drawings: Spec says interfacing with existing Siemens devices and replacement unnecessary; demo sheets and roof notes instruct removal/replacement of existing devices in many areas. Which instruction controls? Are there specific areas where existing devices must be replaced regardless of spec? (Example: roof devices note said “replacing all existing fire alarm system devices.”)
With the exception of the fire alarm control panel, initiating devices and annunciation devices within the East Annex, all fire alarm control panels, initiating and notification fire alarm system devices - including all fire alarm system conduits and conductors -shall be replaced.
Also, See RFP clause 52.236-21 Specifications and Drawings for Construction (DEVIATION) (RFO JUL 2025) (b)(1) “In case of difference between drawings and specifications, the specifications shall govern.”
2. Which existing devices are to remain vs be removed? The drawings do not annotate “(E)” or “(N)” consistently in the text snippets I pulled; demolition sheets exist but the per-device status needs visual confirmation on each floor plan.
With the exception of the fire alarm control panel, initiating devices and annunciation devices within the East Annex, all fire alarm control panels, initiating and notification fire alarm system devices - including all fire alarm system conduits and conductors -shall be replaced.
3. Are we to replace detector bases only, replace detectors, or leave detector bases when re-using devices? (Spec references bases, relay bases, etc.)
Detectors and detector bases are to be replaced.
4. Existing addressable device addressing / point list: We need the owner’s existing device point list or as-built to determine which points will remain and which need re-addressing or replacement.
For Informational Purposes Only: see attachment GIMC Point List FA System
5. The Project Specification Section 28 4621 states the new FACPs “shall have the ability to interface with existing Siemens addressable devices” and that “replacement of existing field devices shall be unnecessary for proper system operation.” However, several Fire Alarm Demolition notes / roof notes on the drawings indicate removal/replacement of existing devices (e.g., E111.x and roof notes on E141.5). Please confirm:
a. Which existing field devices (by building and floor) are to be retained and integrated into the new system, and which are to be removed and replaced? Please provide a device point list or indicate on the drawings with (E) = existing to remain, (R) = remove, (N) = new.
b. Are roof-mounted devices a contract-required replacement (drawings state “replace all existing fire alarm system devices” on roofs)? Confirm.
c. If existing devices are retained, will the owner provide an existing points list and device model/manufacturer data to confirm compatibility?
a. With the exception of the fire alarm control panel, initiating devices and annunciation devices within the East Annex, all fire alarm control panels, initiating and notification fire alarm system devices - including all fire alarm system conduits and conductors -shall be replaced.
b. Confirmed.
c. The existing East Annex control panel and fire alarm devices shall remain as previously noted. Fire alarm system devices model and manufacture within the East Annex shall be field verified by bidding fire alarm system contractor and/or electrical contractor. For Informational Purposes Only: see attachment GIMC Point List FA System

GIMC Fire Alarm Upgrade – Construction
6. Which existing fire alarm field devices are to remain and be reused, and which are required to be replaced?
a. If available, please provide a device schedule or mark drawings to indicate:
i. (E) Existing to Remain
ii. (R) Remove
iii. (N) New
With the exception of the fire alarm control panel, initiating devices and annunciation devices within the East Annex, all fire alarm control panels, initiating and notification fire alarm system devices - including all fire alarm system conduits and conductors -shall be replaced. No removed existing fire alarm devices shall be reused.
7. The roofing drawings note: “Replace all existing fire alarm system devices on roof level.” Please confirm that all roof-mounted devices (all buildings) require replacement regardless of existing condition.
All roof-mount fire alarm system devices are to be replaced.
8. If existing devices are to remain, will the owner provide the current device address list, point programming, and model numbers to verify compatibility with the new Siemens Cerberus Pro system?
The existing East Annex control panel and fire alarm devices shall remain as previously noted. Fire alarm system devices model and manufacture within the East Annex shall be field verified by bidding fire alarm system contractor and/or electrical contractor. For Informational Purposes Only: see attachment GIMC Point List FA System
9. Does the intent of the project include fully replacing all initiating and notification appliances campus-wide, or only where shown on FA plan sheets?
With the exception of the fire alarm control panel, initiating devices and annunciation devices within the East Annex, all fire alarm control panels, initiating and notification fire alarm system devices - including all fire alarm system conduits and conductors -shall be replaced within all buildings reflected within the construction drawings issued for bidding.
10. Does the entire fire alarm system have to be in conduit? All fire alarm system cabling and fiber optic cabling shall be installed within conduit. Conduit shall be factory painted red. Junction boxes for fire alarm devices shall be field painted red.
11. Will the fire alarm network require fiber? If so, what kind of fiber? Yes, the new fire alarm does require fiber optic cabling. Refer to contract documents for locations and fiber optic cabling requirements.

GIMC Fire Alarm Upgrade – Construction
12. Are we connecting to the exist Siemens system or installing a completely new system? If we are installing a new system, can it be a Notifier system?
The existing East Annex fire alarm control panel, initiating devices and annunciation devices shall remain and communicate with the new fire alarm system. The existing Edwards EST4 fire alarm system within the Tohatchi Health Center roughly (40) miles from the GIMC main campus shall also communicate with the Siemens Cerberus PRO Modular Fire Control Panel at the main campus. The Edwards EST4 system shall transit the CMS (point list) to the central station.
13. Does the raceway for the fire alarm cable need to be EMT or GRC in exposed locations? No specs provided in division 28 specs.
New fire alarm system cabling shall be installed within factory painted red EMT where not subject to physical damage. In location where the new fire alarm system cabling conduit is exposed provide factory painted red GRC.
14. Will any details be provided for Fire alarm device installation? No additional details will be provided. Refer to the specifications for installation requirements.
15. Will any details be provided for devices installed near or around doors? No additional details will be provided. Refer to the specifications for installation requirements.
16. Will a fire alarm wiring detail be provided for the new system installation? No additional details will be provided. Refer to the specifications for installation requirements.
17. Can we receive a copy of the Scope Of work which clearly lays out how to execute the work to be performed?
See RFP SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK and associated attachments (J01a Drawings and J01b Spec) per SECTION J –
LIST OF ATTACHMENTS
18. Due to the complexity of this project and the large amount of unknown or contradicting information, is it possible to have this projects bid date extended to provide a more accurate price?
See Amendment RFP Amendment A0001.
19. Is the 10 calendar days to begin a mandatory requirement. As it will take at minimum about a month to put the design together and send it out for review and approval to the local AHJ and the State Fire Marshall’s office as per the architectural design drawings. Only once we have an approved design can we order parts for the project.
Please review RFP F.2. PERIOD OF PERFORMANCE that states, “The Contractor shall be required to commence work under this contract within and 10 calendar days after the date the Contractor receives the notice to proceed [. . . ]” If any item is a long lead item, the CO and COR need to be advised so the NTP can be modified to exclude this long lead time.
