About this file

This document is Standard Form 30 (Amendment of Solicitation/Modification of Contract) for Indian Health Services' Bill Parkin (MAK) Water and Sewer project. The amendment, A00001, was issued on October 9, 2026, by the Division of Engineering Services in Dallas and is effective immediately. The solicitation number is 75H701-26-Q-00035, with project number PO-23-D19. The purpose of this amendment is to provide government responses to contractor questions received via email regarding the solicitation. The proposal deadline remains unchanged at October 16, 2026, at 2:00 PM CDT. All other terms and conditions of the original solicitation remain in full force and effect.

The amendment includes six contractor questions and government responses addressing critical project specifications. Question 1 clarifies that Clallam County septic installer certification can be satisfied through a subcontractor; the prime contractor does not need the certification if the subcontractor holds it, with a copy of the subcontractor's certification to be provided with the submittal. Question 2 resolves a specification conflict by directing contractors to follow the drawings requiring gravelless chamber systems rather than gravel bed infiltration for CLIN 0007. Question 3 confirms that drawings sheets C-2 and C-3 (identified as project PO-17-C13) are current and applicable, and directs contractors to follow the drawings for dispersal area specifications. Question 4 clarifies that the contractor is responsible for obtaining and paying for site approvals, Clallam County on-site sewage permits, and Department of Ecology Notice of Intent, with these costs incorporated into bid items. Question 5 confirms that Makah Tribal Employment Rights Ordinance (TERO) fees do not apply to this contract. Question 6 confirms that quotes are due at 2:00 PM CDT on October 16, 2026. Offerors must acknowledge receipt of this amendment by referencing it by number and date on their cover letter or by submitting a signed SF 30 form.

Contractor Questions and Government Responses (bolded below), Dated 25 August 2026, M Hendrickx

Connection to City of Spokane Water:

Question 1 - Clallam County septic installer certification

Citation: Section L, paragraph L.4, item 3 (page 26); Section M, paragraph M.1, item 3 (page 27); Section H, paragraphs H.1(d) and H.2(e).

Both L.4 and M.1 state: "Contractors need to be Clallam County certified septic installers." Section M.1 further states: "The quoter shall possess all necessary certifications to perform the work specified in Section C to be eligible for award.

Please confirm whether this requirement is satisfied where the offeror performs the on-site sewage system installation through a subcontractor holding a current Clallam County septic system installer certificate. We note three provisions bearing on the question:

Section H.1(d) provides that "[t]he contractor shall, without additional expense to the Government employ specialty subcontractors where required by the specifications," defining a specialty subcontractor as "a subcontractor regularly engaged in the manufacture or installation of the contract items."

Section H.2(e) provides that the list of subcontractors on Form SF-1413 is due "[w]ithin ten days after contract award," so subcontractor identity is a post-award submittal rather than a quote-evaluation item.

Clallam County Code 41.20.110(4) provides that "[a]ll persons employed to construct, install, or alter a sewage disposal system shall be employees of a licensed installer" - placing the credential on the firm whose personnel physically perform the installation.

If the certificate must instead be held by the offeror itself, please confirm that so offerors can respond accordingly. If a subcontractor's certificate is acceptable, please confirm what evidence should accompany the quotation - a copy of the certificate, the named Principal Installer, or a letter of intent - given that SF-1413 is not due until after award.

Answer 1: As long as the person installing is certified with the County, even if they are a sub. The prime does not need the installer certification. If only the sub has the certification, a copy of their certification should be provided as a submittal.

Question 2 - Drainfield construction: gravel bed or gravelless chambers (CLIN 0007)

Citation: Technical Provision 15.04.01.2; Attachment 3 (Drawings), sheet C-3; Attachment 6 (Measurement and Payment).

Technical Provision 15.04.01.2, "Gravel Bed," states: "A 10 ft. x 40 ft. gravel bed with a minimum overall depth of 9-inches shall be provided. A minimum of 6-inches of gravel shall be placed below the distribution laterals and a minimum of 2-inches of gravel shall be placed over the laterals."

The drawings instead specify: "INSTALL CHAMBER STYLE INFILTRATION BED 3 ROWS MIN 18"

BELOW TOP OF MOUND" with "24" OF SAND BELOW CHAMBERS." The Measurement and Payment attachment titles the corresponding pay item "LOW PRESSURE DOSED GRAVELLESS MOUND

DRAINFIELD SYSTEM" and provides for payment of "imported ASTM C-33 Sand fill, chambers, filter fabric."

Please confirm which construction governs CLIN 0007 - a gravel infiltration bed, or a gravelless chamber system. The two carry materially different material quantities and installed cost.

Answer 2: Follow the drawings (gravelless chambers).

Question 3 - Mound dispersal area, and drawing sheet identification

Citation: Attachment 1 (Statement of Work), Project Description; Attachment 3 (Drawings), sheets C-1, C-2 and C-3.

(a) The Statement of Work describes "a standard mound system with 1496 square feet of dispersal area." The drawings call for a 23' x 58' mound, or 1,334 square feet. Please confirm the dispersal/basal area and the corresponding sand fill quantity on which the Government's estimate is based.

(b) Sheet C-1 is identified as "IHS PROJECT NO. PO-23D19," matching Section C. Sheets C-2 and C-3 -which carry the septic tank, pump tank and mound details - are identified as "IHS PROJECT NO. PO-17-C13" and "PO-17-C13F." Please confirm that sheets C-2 and C-3 are the current details applicable to this project.

Answer 3: 3. A. Follow the drawings

B. C-2 and C-3 are current details and applicable to this project.

Question 4 - Permits and approvals

Citation: Technical Provisions 11.02 and 15.02; Pre-Solicitation Notice.

Technical Provisions 11.02 and 15.02 both state: "The Government shall secure the applicable site approvals and sewage disposal permits for the work specified herein."

The pre-solicitation notice states: "Any permits, including the Department of Ecology Notice of Intent, are the responsibility of the Contractor."

Please confirm which party is responsible for obtaining and paying for site approvals, the Clallam County on-site sewage permit, and the Department of Ecology Notice of Intent.

Answer 4: The contractor is responsible for obtaining and paying for the site approvals, the Clallam

County on-site sewage permit, and DOE NOI. However, these costs should be incorporated into the contractor’s bid items for payment.

Question 5 - TERO fees

Citation: Attachment 1 (Statement of Work), "TERO & Other Fees"; Pre-Solicitation Notice.

The Statement of Work states: "TERO fees apply." The pre-solicitation notice states: "TERO: TERO fees do

NOT apply."

Please confirm whether Makah Tribal Employment Rights Ordinance fees apply to this contract. If they do, please provide the applicable fee rate and the registration procedure, as no TERO line item appears on the

Section B price schedule and Section B.2 provides that all other work and materials are incidental to the items shown.

Answer 5: Confirmed that TERO fees do not apply.

Question 6 - Quote due date and time

Citation: SF-1442 Block 13a; Section L.5; SAM.gov notice 0e3bc7dc6b384de08bbbdb01b5b1f9aa.

SF-1442 Block 13a and Section L.5 both state that quotes are due at 2:00pm CDT on October 16, 2026. The

SAM.gov posting records the response deadline as 2:00pm Eastern on the same date. Please confirm the governing time.

Answer 6: Quotes due at 2:00pm CDT.

*As stated within the solicitation, inquiries (questions) must be received no later than 2:00pm CST on 9

October 2026 to allow time for response(s). After which, no further questions are guaranteed to be answered*

NOTICE TO OFFERORS: Offerors must acknowledge receipt of all amendments by number and date on their cover letter in their offer or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
