About this file
This is a Standard Form 30 Amendment to Solicitation (Amendment A00002) for the Western Oregon Roofing Replacement project issued by Indian Health Services (IHS), Division of Engineering Services (DES) in Dallas. The amendment, effective April 1, 2026, provides government responses to 12 contractor questions received via email regarding solicitation 75H701-26-Q-00020. The proposal submission deadline remains unchanged at April 9, 2026 at 2:00 PM CST, and all other terms and conditions of the original solicitation remain in full effect.
Key clarifications provided in the government responses address scope ambiguities and technical specifications for the roofing replacement work. The project involves replacing DuroLast membrane roofing on approximately 30,000 square feet of building space, excluding the laboratory and pharmacy (new construction in 2021) and metal roofing sections. Critical points include: drawings are reference materials only, with the Statement of Work governing all requirements; insulation thickness varies by section and should follow accepted commercial practices; the contractor must inspect and reuse or replace edge metal, wood nailers, and flashing as needed based on field conditions; fewer than 12 roof penetrations are anticipated for removal; background checks apply only to the on-site superintendent; the DuroLast membrane is mechanically attached and may be recycled through the manufacturer's program or approved alternatives; and the contractor must follow all manufacturer specifications with a 20-year warranty requirement. The amendment specifies that offerors must acknowledge receipt of this amendment by number and date in their cover letter or by submitting a signed copy of the SF30.

Contractor Questions and Government Responses (bolded below), Dated 1 April 2026, Western Oregon
Roofing Replacement:
1. Could you please confirm that we are only replacing 3 roof sections on the hospital and not the entire roof?
(Please see drawing for reference) The pricing schedule indicates 30,000 sq. ft. and the scope of work excludes only the lab and pharmacy which contradicts the drawings.
Answer: See answer (Note) below, drawings are only for reference not part of the SOW. The building is
Appox. 30,000sqft The Lab and Pharmacy is a new build in 2021 and will not be a part of this scope. The metal roofing will also not be replaced. So while the building is 30,000sqft, there is not 30,000sqft of dura-last roofing that will be replaced. See below pic for reference.
Note: To start, the as-builts, and other plans that have be uploaded to SAM.gov are to show the design, shape, age, etc. of the roof. They are not meant to guide you on what, how, or where the work should be done on the roof. That information is in the SOW.
2. The flag notes from the drawings indicate that the roof sections in question will have a 1/4" per ft slope and a 1/2" per ft slope at crickets. Document 1 of the scope of work states that we are only removing and recycling the Duro-
Last roofing membrane. Please confirm whether we should remove only the membrane or tear down to the deck itself.
Answer: See answer above #1, include Note about drawings. Most of the insolation should be reuseable, however any insolation found that is no longer in working condition should be replaced. Most of the roof was done in 2001, some in 2008, and some in 2017, there will be differences in different sections.
3. In the pictures provided, we see several feet of conduit running low to the roof, and some HVAC units that also fail to meet the minimum flashing height. Will the contractor be responsible for the rise of conduit and HVAC equipment? Or will this fall to the hospital since it is not included in the price schedule provided?
Answer: Installation of the replacement roofing material must follow manufacture guide lines and have a 20 year warranty.
4. On the pricing schedule, Line Item 3, Insulation, lists the insulation quantity as 50 ea. How thick should the insulation be?
Answer: Thickness will differ from section to section depending on who, how, and when installed. Also different for water drainage. Follow accepted commercial business practices for industry.
5. On the Scope of Work (Document 1) it states on page 2 under Section C. Work Summary, point 6: Contractors are to remove any penetrations that are "no longer needed," on the metal roof and to permanently seal them. Could you please identify which penetrations are no longer needed?
Answer: The exact number and location of roof penetrations to be removed will be determined during a site visit. It is anticipated that fewer than twelve (12) penetrations are no longer in use. The Contractor shall include removal and permanent sealing of all visibly abandoned or unused penetrations as part of the base bid. Any questionable penetrations shall be coordinated with the COR prior to removal.
6. Can you confirm that the background check process applies only to the on-site superintendent and that contractors have the discretion to run their own in-house background checks for subcontractors and roofers?
Answer: The requirement for IHS background investigation and security clearance applies to the
Contractor’s designated on-site superintendent only, as specified in Section H. The Contractor is responsible for conducting any internal background checks for their employees and subcontractors at their discretion.
All personnel must comply with site access restrictions and remain within authorized work areas at all times.
7. In the Scope of Work on page 4 under the section titled Material Specifications, it states in point 2 to remove all flashing and then in point 9 to re-install the existing edge metal, clean and re-seal. The drawings on the other hand indicate for some areas to install new. Could you please clarify what is being re-used and what is new?
Answer: The Scope of Work governs all requirements. Existing edge metal shall be removed, inspected, and re-installed where in serviceable condition, including cleaning and re-sealing. New edge metal or flashing shall be installed in locations where existing materials are damaged, non-compliant, or cannot be reused. The
Contractor shall verify conditions in the field and include all necessary materials to provide a complete and watertight system in accordance with manufacturer requirements.
8. Would you be able to clarify if we are to account for new wood nailers?
Answer: The Contractor shall inspect all existing wood nailers. Any deteriorated, damaged, or non-compliant nailers shall be replaced as required to support the new roofing system in accordance with manufacturer specifications. The Contractor shall include an allowance for replacement of deteriorated nailers in their base bid. Any extensive replacement beyond normal deterioration shall be coordinated with the COR.
9. When recycling the membrane, is the existing adhered or mechanically attached to the insulation underneath?
Answer: Based on available information, the existing Duro-Last membrane system is mechanically attached over insulation. Contractors shall verify field conditions during site visit. Any deviations from typical attachment methods shall be brought to the attention of the COR prior to proceeding.
10. In the scope of work under Material Specifications, point 1 states that (the existing) Duro-Last membrane will be collected and recycled. Will the contractor be required to recycle the roof through Duro-Last? Or will the contractor be required to recycle through a different method?
Answer: The Contractor shall remove and dispose of roofing materials in accordance with all applicable state and federal environmental regulations. Recycling of the Duro-Last membrane is encouraged. Recycling may be performed through the Duro-Last recycling program or an equivalent approved recycling method.
Documentation of recycling or disposal shall be provided to the COR upon completion.
11. Are there any drawings available of the metal roof we are replacing?
Answer: No additional drawings are available for the metal roof systems. Contractors shall rely on site visits and field verification to determine existing conditions and include all necessary work to provide a complete and watertight roofing system. See answer above #1, include Note about drawings.
12. Will an extension be permitted following the answer of these RFIs?
Answer: No. Bid/Proposal will remain UNchanged and due April 9.
*As stated within the solicitation, inquiries (questions) must be received no later than 2:00pm CST on 2 April
2026 to allow time for response(s). After which, no further questions are guaranteed to be answered*
NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitting a signed copy of the SF30. All other terms and conditions remain unchanged.
