1. Responses to PPI:
Question No. 12: Per Section C - Statement of Work, the RFP states, “The system will be utilized at the national, regional, and field levels by approximately 250 environmental health specialists." Please provide a further breakdown of the roles in the overall 250 environmental health specialists. For instance, how many of the 250 will be solely be doing inspections? How many users will be performing inspections management activities? How many users will be inspections leadership? For each breakdown of user roles, what functions does each user group need.
Answer: According the evaluation criteria, IHS is looking for an experienced environmental health system vendor and the question received for this procurement is integral to an environmental health system. All users/staff members participate in administration of a comprehensive environmental health services program. No employees are assigned to full time inspection only roles and, as such, all should be capable of documenting and viewing inspections, referrals, complaints, projects, and related activities, consistent with their assigned programmatic role and geographic service area. Generally, roles are arranged in a hierarchy of increasing system privileges, management oversight, and administrative capabilities. These roles/privileges below should be able to be assigned based on programmatic need. From Highest to Lowest:
System Administrator System Backup Administrator HQ EH Program Director HQ EH Program Deputy HQ Staff Area EH Program Director Area EH Program Deputy Area EH Staff District EH Program Director District EH Program Deputy District EH Staff Field EH Program Director Field EH Program Deputy Field EH Staff Intern/Extern Read Only

The RRM value is based on the number of establishments and the work-day factor associated with each type of establishment as well as other pre-defined factors. (Calculation methodology for RRM is available upon request)." How does IHS use the RRM in executing its mission? Please provide a clearer narrative on how the RRM factors into the inspections management process for IHS.

Page 13 section D states "The Contractor (and/or any subcontractor) shall respond to all alerts/Indicators of Compromise (IOCs) provided by HHS Computer Security Incident Response Center (CSIRC)/IHS IRT teams within 24 hours, whether the response is positive or negative."
Can IHS please clarify how the details provided in section 9 differ from an incident?
Answer: The clause on page nine refers to either the agency or the contractor discovering unanticipated threats or hazards shall notify one another. The clause on page thirteen refers to alerts provided by the HHS Computer Security Incident Reporting Center.
Question No. 48: In alignment with the previous question, can IHS please confirm that these timelines are both accurate?

Answer: System should meet the Security requirements as outlined in the RFP.
Question No. 51: Kindly let us know if there are any requirements for E-Signature.
Answer: The Government interprets the question as an e-signature that is a system feature that could be incorporated into reports or other correspondence generated by system users (cover letters, etc.). This is not a featured required in the statement of work but welcomes an offeror’s technical solution that will enhance the user’s ability to interface with the system.
Question No. 52: Project Timeline - When is the new solution expected to go Live?
Answer: As soon as technically feasible; offeror may include approximate timeline needed to develop desired product.
Question No. 53: Has there been a budget assigned and approved for this project? If so, can this be disclosed?
Answer: There is a budget for this project based upon the Independent Government Estimate (IGE) but the value cannot be disclosed.
Question No. 54: How many additional forms/checklists? Can the forms be provided?

Answer: This was addressed in Amendment 1.
Question No. 57: “Allow users to attach pictures, PDFs, spreadsheets and other common electronic files to any work record.” Does this only mean adding attachment?
Or does it also include the requirement to allow users to manage (replace, remove) the attachments? How large are the files we expect? And is there any requirement for where these files should be stored?
Answer: Size of documents and photo attachments may be dependent on the solution provided by the offeror (example: RAW photos require more storage than those imbedded in a document). Depending on the inspection type and conditions, a report may include up to 20 photos (potentially more in some instances) as supporting documentation. Users should be able to add attachments, as well as replace and remove them. Offeror should be prepared to describe their best storage solution, given the system requirements outlined in the RFP.
Question No. 58: For the IHS standard code, how often are these codes being updated?
Does the requirement include to reflect the updated codes (if there is a change)?
Answer: IHS manages the codes and updates them as needed; many were last updated in the spring 2020.
Question No. 59: “Establishments shall be identified using codes from the IHS coding system for Area, Service Unit, Tribe, Reservation, and Community.” How are these codes used and validated for the Establishments? Can we have some examples? And how many codes from the SCB tables that would need to be used and validated?
Answer: The SCB is used as a reference and the codes from the SCB are manually entered by the system contractor when populating a data table. A data mechanism to interact with the SCB is not required.
Question No. 60: For the RRM calculation, does the requirement mean to build the system to replace the entire excel tool from this link? Or we only need to replace a piece of it. https://www.ihs.gov/dper/planning/facility-planning-and-tools/ We also need to understand the source of the data that needs to be used for the calculation. This may involve scheduled (monthly/yearly) data refresh/integration or one-time data upload.
Answer: Resource Requirements Methodology is how the IHS determines workload based on the number of establishments and other pre-defined factors. See calculation methodology in RFP Amendment 1 issued on 09/01/2021. The IHS facility planning tool is not applicable to the environmental health management system being solicited.
Question No. 61: Any particular data transfer protocol required (i.e. REST, SOAP)?
Answer: To be determined depending on the parties involved and what their system capabilities.
Question No. 62: Can we get a list of tasks that the users will need to perform on mobile offline?
Answer: As outlined in the RFP, electronic inspection forms/checklists, referrals, complaints, investigations, projects, activities available on the web browser-based version will also be available on the mobile version.
Question No. 63: “Allow users to work that may not be related to establishments such as referrals, complaints, investigations, projects, and training.” items like complaints and investigations, does this require service lifecycle? Such as routing the ticket to different departments. Can we get more information here?
Answer: A service lifecycle is not required, but if routing the ticket is a feature of the offeror’s environmental health management system, then they may wish to include that in the proposal.
Question No. 64: Would the Government extend the submission deadline by two weeks (10/5/21) to allow vendors to update submission based on the responses to questions?
Answer: The proposal due date was extended to Tuesday October 12, 2021 at 2:00 pm pacific time in Amendment 1.
Question No. 65: “(3) RELEVANT PAST PERFORMANCE Submittal Requirements:
In accordance with FAR 42.1503(e), past performance will be evaluated using the Past Performance Information Retrieval System (PPIRS). If no relevant past performance history is available for your DUNS number, you may choose to utilize the attached Past Performance Questionnaire (PPQ) (Section J, Attachment 2) which will be used for evaluation.”
Is the requirement to share the PPQ for all applicable projects in the last 3 years? Or should we share the PPQ for 3 Clients?
Answer: IHS is looking for no more than 5 Past Performance Questionnaires from each offeror and we are looking for relevant experience from the last three years.
Question No. 66: Is there a minimum number of Performance Questionnaires required to be eligible as a Vendor?
Answer: No, there is no minimum number required.
