1. Responses to PPI:

Question No. 1: What is timeline for getting FedRamp Certification completed?

Answer: (RFP Combined Synop page 19) If a FedRAMP compliant ATO has not been granted, the Contractor shall submit a plan to obtain a FedRAMP compliant ATO within three months of the award date of this contract.

Question No. 2: What is the FedRamp impact level (e.g., Low, Moderate, or High) required?

Answer: WebEHRS is considered Low impact.

Question No. 3: Are multiple responses from a vendor acceptable for the RFP?

Answer: IHS is looking for the vendor’s best solution based upon the requirements of the RFP. One offer is expected from a potential offeror.

Question No. 4: Per section C-1-K on FedRamp certification, does the bid have to have an active FedRamp ATO to be considered? We are currently going through the FedRamp process with a provisional ATO expected to be awarded early 2022. If offers do have to have an active FedRamp ATO does that allow for an open and fair competition?

Answer: Offerors may find additional details in section H.3 CONTRACTS INVOLVING CLOUD SERVICES. For example, “If a FedRAMP compliant ATO has not been granted, the Contractor shall submit a plan to obtain a FedRAMP compliant ATO within three months of the award date of this contract.”

Question No. 5: Section C, SOW, page 5 of RFP document, “b. Calculate Resource Requirements Methodology (RRM) figures to determine workload. The RRM value is based on the number of establishments and the work-day factor associated with each type of establishment as well as other pre-defined factors. (Calculation methodology for RRM is available upon request).” Q: Can IHS please provide us with the calculation methodology for RRM?

Answer: See the attachment 1 to this Amendment which is provided for the offeror’s reference only.

Question No. 6: Section L.2.2 ADDITIONAL PROPOSAL PREPARATION INSTRUCTIONS, page 51 of RFP document, “Element 15. Offerors shall provide a FedRAMP Provisional Authority to Operate (P-ATO) or Joint Authorization Board (JAB) authorization documentation or demonstrate how they will host their solution on IHS servers meeting the FedRAMP requirements.” Q: How will IHS evaluate a cloud option? Does this have to be hosted by IHS or can we propose a FedRAMP compliant cloud solution?

75H70121R00039, Amendment A0001

Answer: IHS is looking for the vendor’s best solution based upon the requirements of the RFP. The solution may be hosted on IHS servers or the offeror can provide a FedRAMP Provisional Authority to Operate or Joint Authorization Board (JAB) authorization documentation. The offeror may consider demonstrating how their solution is FedRAMP compliant.

Question No. 7: Section G.5. PERFORMANCE PERIOD, page 8 of RFP document, “BASE PERIOD: November 7, 2021 to November 6, 2022” Q: What is the anticipated go-live date?

Answer: As soon as technically feasible; offeror may include approximate timeline needed to develop desired product.

Question No. 8: Section G.5. PERFORMANCE PERIOD, page 8 of RFP document, “BASE PERIOD: November 7, 2021 to November 6, 2022” Q: Can IHS provide any information about the implementation timeline for this project?

Answer: As soon as technically feasible; offeror may include approximate timeline needed to develop desired product.

Question No. 9: Section G.5. PERFORMANCE PERIOD, page 8 of RFP document, “BASE PERIOD: November 7, 2021 to November 6, 2022” Q: What is the transition period for this procurement into the new award?

Answer: As soon as technically feasible; offeror may include approximate timeline needed to develop desired product.

Question No. 10: Will IHS grant an extension to the due date for proposals?

Answer: The proposal due date is extended to Tuesday October 12th at 2:00 PM pacific time.

Question No. 11: Will IHS be answering questions on a rolling basis?
