The solicitation is hereby amended to address the following:
1. Respond to inquiries received in addressing the solicitation package. The questions and answers are being consolidated and are presented and answered as follows:
QUESTIONS FROM AMENDMENT A0001
QUESTION 0001: On sheet 01 of 13, for the South Tulie Canyon water main, the vicinity map indicates that there is an existing pump house at the north end of the line and another at the south end, both to be refurbished.
Sheet 11 of 13 shows only one existing pump house. How many existing pump houses are there to be refurbished?
RESPONSE PROVIDED: Sheet 01 incorrectly shows that the south pumphouse needs to be refurbished.
Please see revised Sheet 01 of Attachment 2 – South Tularosa Drawings. As per Sheet 11, only the north pumphouse is to be refurbished under this contract.
QUESTION 0002: On sheet 11 of 13, details show the pump house as existing with a small addition to be built by others. Supplemental Technical provisions, page 4/46 say the scope of this project include furnishing all labor, materials and incidentals to construct a new pump house. Which is correct?
RESPONSE PROVIDED: Per the scope of work, bid schedule, and drawings, constructing a new pumphouse is not part of the contract. All references to new pumphouse have been removed. See revised
Attachment 01 - Supplemental Technical Provisions.
QUESTION 0003: Will there be a mandatory/non-mandatory pre-bid meeting? If so when do you anticipate scheduling?
RESPONSE PROVIDED: Pre-bid meeting will be held on May 27, 2020 at 9AM Mountain Time. The meeting will be held via zoom. Please see FAR Clause 52.236-27 above for further information. While the pre-bid meeting is not mandatory, it is highly encouraged for all prospective offerors to attend.
Individual site visits won’t be held, but you are allowed to drive to the site at your convenience.
QUESTION 0004: Per H.22 of the RFB, what type of Permits/Licenses will be required of the contracting company to obtain?
RESPONSE PROVIDED: As stated in FAR 52.236-7, the Contractor without any additional expense to the Government, is required to obtain any necessary licenses and permits for the performance of the work.
This is the responsibility of the firm to investigate the permits/licenses required.
QUESTION 0005: Per H.9 and H.43 of the RFB, are badges and a security clearances mandatory for the contracting company's staff, or does this pertain to other contracts?
RESPONSE PROVIDED: Per Clause H.9, all personnel are required to wear security badges. Per
Clause H.43, only the superintendent is subject to pass the IHS background investigation and security clearance review, but the contractor is still responsible, at his discretion, for completing investigations and background checks for all employees, including sub-contractors and their employees that perform work under this contract on the job site.
QUESTION 0006: Is there a Tribal TERO tax for this project?
RESPONSE PROVIDED: No, there is no Tribal/TERO tax for this project.
QUESTIONS FROM AMENDMENT A0002
QUESTION 0007: Sheet 12 of 13, Site Electrical. What is the distance between the source of the 480 volt, 3 phase power and the pumphouse. There is no dimension or scale, just a one-line schematic.
RESPONSE PROVIDED: Contractor is responsible for verifying location of all existing utilities. Refer to sheet 2 of 13, general notes 2, “The contractor shall visit the site and determine the actual conditions with regard to the existence of fences, driveways, trees, sidewalks, culverts, utilities …”
QUESTION 0008: Is there any Tribal tax or fee to be paid for this project?
RESPONSE PROVIDED: No, there is no Tribal/TERO tax for this project. The contractor will need to contact Mr. Chris Little, Mescalero Utility Department, (575) 973-2304 for water consumption fees.
QUESTION 0009: Sheet 13 of 13, detail 1A, Typical Trench Section. As there is no geotechnical report, how are we to determine whether or not special embedment will be required?
RESPONSE PROVIDED: B01 Attachment 10 – Technical Provisions, Section 01, TP-107.A, Section 5 and TP107.B specifies that special pipe embedment is not anticipated. If special pipe embedment is required after award, a request for proposal will be issued and a modification will be done to the contract to incorporate this change.
QUESTIONS FROM AMENDMENT A0003
QUESTION 0010: Do either of you know what the liquidated damages will be on this project (Mescalero Well
Connection & Water Main Extension, Solicitation Number 75H701-20-R-00032)? I need that to order the bid bond.
RESPONSE PROVIDED: Liquidated damages will not be assessed on this project.
QUESTION 0011: Can the due date for questions be revised to 4 days after the site visit?
RESPONSE PROVIDED: Per this Amendment, the due date for questions is now COB Monday, June
15, 2020. Site visit information will be forthcoming in the next Amendment.
QUESTION 0012: I’m reviewing the chlorination spec – their requesting a dosing pump that does 2 GPM – 60
GPM, this is extremely large. I don’t have a pump that can do 3600 GPH on the high end. Do you think they have a typo and it should be 2-60 GPH??...which is still a HUGE range. Their tank called out is 55 Gallons, so they’d be pumping that down completely in less than a min. Could this be a typo please confirm?
RESPONSE PROVIDED: The 2gal/min to 60 gal/min is a rating for the carrier pipe. The dosing pump shall be able to treat a pipeline carrying water flowing at 2gal/min to 60 gal/min.
QUESTIONS FROM AMENDMENT A0004
QUESTION 0013: Was the site visit that was held on May 27th mandatory or optional?
RESPONSE PROVIDED: The site visit that was held on May 27th was not mandatory.
QUESTION 0014: Is there a recording of the site visit that we could view?
RESPONSE PROVIDED: Unfortunately, it was not recorded.
QUESTION 0015: Was there a sign in sheet for attendees and is that available now?
RESPONSE PROVIDED: Please see Amendment No. A0003 which contains the sign in sheet for the attendees.
QUESTIONS FROM AMENDMENT A0005
QUESTION 0016: What is the sodium hypo solution strength?
RESPONSE PROVIDED: The sodium hypo solution strength is 10%.
QUESTION 0017: What PPM is needed for testing?
RESPONSE PROVIDED: During testing, a minimum residual of 25mg/L is needed.
QUESTION 0018: We need more information to get the right pump. Previous addendum did not answer our question.
RESPONSE PROVIDED: Metering pump shall be equal to either of the following LMI Pumps: C70-1-
498SP, C76-1-74S, or C90-1-498SP.
QUESTION 0019: - Can you please advise whether the project will require domestic products per the Buy
American FAR clause 52.225-9? Clauses FAR 52.225-1 regarding certificate requirements and FAR 52.225-9 defining construction materials are not included in Section K- Representations, Certifications, and Other
Statements of Offerers but section L.5 lists FAR 52.225-10 Notice of Buy American Requirement- Construction
Materials making whether the requirement is required unclear.
RESPONSE PROVIDED: Yes, this project will require domestic products per FAR clause 52.225-9
Buy American – Construction Materials, which is included in Section I - Contract Clauses. FAR Clause
52.225-1 is not included in the solicitation because this is a construction contract, not a supply or service contract.
QUESTION 0020: The minutes of the virtual site visit indicated that no rock would be encountered, and if it was, that the price would be negotiated. Would you please remove that section from the bid line items, since it will be field negotiated?
RESPONSE PROVIDED: Rock excavation is anticipated at the Orosco Drive Water Main Extension site only and thus it is on Orosco bid schedule (Schedule B). If it is encountered at the South Tularosa
Well Connection site, a unit price will be negotiated. Please see Paragraph 6.d of the attached pre-proposal site visit agenda from June 16, 2020 where this information has been updated.
This amendment does not extend the proposal due date and time. The proposal due date and time remains Friday, June 26, 2020, 2:00PM CDT. Inquiries are to be sent by email to Shaukat.syed@ihs.gov and must be received no later than COB Friday, June 19, 2020 to allow time for response.
NOTICE TO OFFERORS: Offerors must acknowledge receipt of any and all amendments by number and date on their cover letter in their offer or by submitted a signed copy of the SF30. All other terms and conditions remain unchanged.
