About this file

This document is a Questions and Answers (Q&A) Round 4 for a federal contract solicitation for FDA Facility Operations and Maintenance (O&M) Support services at the National Center for Toxicological Research (NCTR), issued on 7/28/2026.

The Q&A addresses 16 questions from prospective offerors regarding contract requirements and historical data. Key clarifications include: the Government does not maintain historical expenditure data for contractor-supplied parts and materials, and offerors must develop pricing based on PWS requirements, Government-furnished property, site observations, and independent business judgment. For Work Order historical data and ODWO work request history, offerors are directed to Amendment 4 – Attachment J-1 on page 82. Regarding facility systems, elevators operate under annual preventive maintenance through a task order with current but varying test dates, and chiller Eddy Current testing is performed annually with the last test completed in 2025. The Government does not maintain historical overtime hours data as this is a fixed-price contract, with overtime determination left to the offeror based on staffing levels and CBA requirements. Emergency call-back and after-hours service data is unavailable as on-site management does not log such information. Utilities are Government-furnished, so historical consumption data will not be provided. Regarding Daikin Air units in Building 14, troubleshooting is included in contract cost while repairs are handled through work orders. The O&M Contractor's scope includes coordination and support for campus changes and technology upgrades, but independent performance of installation or infrastructure work falls within other contractors' scope and does not constitute grounds for equitable adjustment. The Government will furnish identified PPE and required medical examinations for contractor employees, with all training supplied by the Contractor. All fume hoods, biological safety cabinets, laminar flow hoods, and change stations from the equipment listing are included in certification requirements.

Questions and Answers (Q&A) – Round 4

7/28/2026

1. PWS and Attachments, Historical Data: What is the historical total dollar expenditure for parts and materials over the past three years for this contract?

Answer: The Government does not maintain historical expenditure data for contractor-supplied parts and materials. In accordance with PWS Section 1.2.5, the Contractor is responsible for furnishing contractor-supplied parts and materials necessary to perform the contract. OƯerors shall develop their pricing based on the PWS requirements, the Government-furnished property identified in the solicitation, site visit observations, and their own independent business judgment.

2. PWS and Attachments, Historical Data: What is the historical dollar amount executed under the Work Order line item over the past three years?

Answer: See Amendment 4 – Attachment J-1 – Performance Work Statement, Pg. 82 for updated Work Order data.

3. PWS and Attachments, Historical Data: What is the total number of Work Orders awarded over the past three years?

Pg. 82 for updated work order data.

4. PWS and Attachments, Historical Data: Will the Government provide the historical ODWO work request history for the past three years by building and trade?

Pg. 82 for updated ODWO data.

5. PWS; Attachment J-2 & J-3, Elevators: Please provide the date of the most recent five-year safety test for each elevator car.

Answer: Elevators are on an annual PM with an elevator contractor through a task order. Tests are current but vary depending on the elevator.

6. PWS 10.2; Attachment J-2 & J-3, Chillers: When was the last Eddy Current testing performed on the chillers?

Answer: Testing is performed annually, last test was in 2025.

7. StaƯing, Historical Labor Data: Can the Government provide historical overtime hours by labor category for the past three years?

Answer: The Government does not maintain this data as this is a fixed price contract. The overtime hours are to be determined by the oƯeror. The hours should be based on the oƯeror’s staƯing level in each labor category and the CBA requirements.

8. Operations, Historical Workload Data: Can the Government provide historical emergency call-back and after-hours service data for the past three years?

Answer: This is not available as in an emergency situation, on-site management does not log call back and after-hours data.

9. Utilities, Historical Consumption Data: Can the Government provide utility consumption history (electricity, natural gas, water, steam, and sewer) for the past three years?

Answer: Utilities are Government-furnished under this contract. Accordingly, the Government will not provide historical utility consumption data.

10. Appendix V, Subcontracted Services: Can the Government provide the historical annual value of subcontracted services identified in Appendix V for the past three years?

Answer: The oƯerors should contact the Government required subcontractors to obtain pricing data. All other subcontractors for services listed should be determined by the oƯeror.

11. PWS 4.1, Attachment J-1: Please clarify troubleshooting versus reimbursable repair responsibilities for Daikin Air units in Building 14.

Answer: Troubleshooting should be included in the contract cost, repairs will be handled through a work order

12. PWS Appendix IX, p. 81 – Will the Government please provide recent PM completion statistics and sample work management reports, including PMs scheduled, completed on time, completed late, missed, deferred, overdue, and backlog aging?

Pg. 82 for updated data.

13. Amendment 1 Q&A: The response to Question 14 states that the contractor is responsible for fume hood certification and biohazard cabinet certification. To enable oƯerors to develop accurate pricing, can the Government provide the approximate number of fume hoods and biohazard cabinets requiring certification?

Answer: See Amendment - 5 Attachment J-3 Appendix VII Equipment List for current fume hood list, pages 163 - 165.

14. Attachment J-1 - Performance Work Statement, 1.2: States - "Support requirements may originate from technology changes, new or additional equipment, local area network installations and upgrade, reconfigurations to include routing and diversity requirements and other environmental changes that could impact or alter the service requirements." For added services/responsibilities, at what point is the O&M Contractor able to request an Equitable Adjustment, especially if additional subcontractor support or staƯing changes will be necessary as a result?

Answer: The Performance Work Statement (PWS) at Section 1.2 describes a coordination and support role for the O&M Contractor with respect to campus changes, technology changes, new or additional equipment, LAN installations and upgrades, reconfigurations, and other environmental changes. The O&M Contractor is expected to facilitate and coordinate these activities as they arise during performance -- not to independently perform installation, configuration, or infrastructure upgrade work. That work falls within the scope of other contractors.

Routine coordination and support activities consistent with the O&M Contractor's defined scope do not constitute a change to the contract and do not entitle the Contractor to an equitable adjustment. If the Government directs the O&M Contractor to perform work that is clearly outside the defined scope of the contract, the Contractor may submit a request for equitable adjustment in accordance with the applicable Changes clause.

However, coordination support for work performed by other contractors -- as described in PWS Section 1.2 -- is within scope, and such support alone would not serve as a basis for an equitable adjustment claim.

See question 26 of Amendment 2.

15. Attachment J-1 – Performance Work Statement, 1.2.9 Personal Protective Equipment, Uniforms and Medical Exams – Please confirm that the Government will furnish personal protective equipment (PPE) as well as required medical examinations for contractor employees.

Answer: The Government shall furnish personal protective equipment identified by the Contractor as required to perform the work and medical exams as needed for job function for their employees in performance of this contract such as access to animal rooms. All training is required to be supplied by the Contractor.

16. Amendment 1 Q&A: Additionally, should the contractor assume that all fume hoods, biological safety cabinets, laminar flow hoods, and change stations from the equipment listing be included in the certification requirement, or are only specific units within the facility subject to this requirement?

Answer: Yes all fume hoods, BSCs, laminar flow hoods and change stations are included.
