A Basic Rule created by the Government Accountability Office (GAO):
| I. | An agency properly may attribute the experience or past performance of a parent or affiliated company to an offeror where the firm’s proposal demonstrates that the resources of the parent or affiliate will affect the performance of the offeror. | II. | The relevant consideration is whether the resources of the parent or affiliated company-its workforce, management, facilities or other resources-will be provided or relied upon for contract performance such that the parent or affiliate will have meaningful involvement in contract performance. Ecompex, Inc., B–292865.4 et al., June 18, 2004, 2004 CPD ¶149 at 5. |
| III. | “In this regard, while it would be appropriate to consider an affiliate’s performance record where it will be involved in the contract effort or where it shares management with the offeror.” Fluor Daniel, Inc., B–262051, B–262051.2, Nov. 21, 1995, 95–2 CPD ¶ 241 at 12. |

In no location or attachment or Appendix does the RFP No. 75F40121R00039 provide any counts of hardware associated with the FDA Technology per location.
Yet we are asked to provide in pricing model Attachment C a Firm Fixed Price (FFP) for professional services as well as (FFP) Equipment Costs with no guidance to associate costs to.
We were also not provided any historical or guidance to estimate/assume the amount of Technical Support (Service Calls), Non-Emergency Repairs, Emergency Repairs.
That being the case, without this information and our assumption that the incumbent has this information would make it very hard to compete on the procurement to the point of simply not being fair. That said, we have pursued this contract in the past and looking up historical documents for similar contracts example
